전국 광역자치단체 최초로 충남에서 1인 창조기업 육성을 위한 제도적 근거가 마련될 전망이다.
충남도의회는 이영우 의원(보령2·더불어민주당)이 대표발의한 ‘충청남도 1인 창조기업 육성에 관한 조례안’이 소관 상임위원회 심사를 통과했다고 7일 밝혔다.
조례안은 1인 창조기업 증가세에 발맞춰 체계적으로 지원·육성하기 위한 근거를 담고 있다.
중소벤처기업부의 1인 창조기업 실태조사에 따르면 2019년 기준 국내 1인 창조기업은 28만 856개로 전년 대비 9481개 증가했다.
같은 기간 관련 고용인원도 60만 8206명에서 73만 4977명으로 21% 가량 증가했지만 지자체 차원의 지원책은 미비한 실정이다.
조례안에는 1인 창조기업을 위한 ▲자금·신용보증 특례 ▲국내외 마케팅과 판로확보 ▲경영·법률·세무 상담 ▲역량강화 교육 등 현장의 니즈를 반영한 지원사업을 명시했다.
1인 창조기업 생태계를 파악하고 현장의 목소리를 반영하기 위한 종합관리시스템 설치·운영, 실태조사 의무화, 외부 전문가가 참여하는 자문단 구성 등의 내용도 조례안에 담았다.
이 의원은 “1인 창조기업과 현장 전문가의 의견을 반영한 맞춤형 지원정책에 대한 목소리가 높다”며 “조례가 시행되면 도내 1인 창조기업과 종사자들이 체감할 수 있는 지원이 이뤄질 것으로 기대한다”고 말했다.
