대전시가 옛 충남도청사에‘소통협력공간’조성사업을 하면서 관계기관의 승인없이 공사를 강행했던 것으로 확인됐다. 

 

대전시 서철모 행정부시장은 18일 시청 기자브리핑을 열고 옛 충남도청사 리모델링 공사에 대한 감사 결과를 발표하며“시민들에게 큰 실망과 우려를 끼쳐드린 점에 대해 매우 송구하다”고 말했다.
 
대전시에 따르면 수목과 담장철거 당시 담당 국장이 시 감사위원장에 임명돼 이번 감사에서 제척하고, 감사개입을 차단하고 철저한 조사와 공정성을 높이기 위해 전문인력을 투입해 행정부시장을 감사단장으로 6명의 감사반을 꾸려 감사를 실시했다고 밝혔다.
 

감사 중점 사항은 시설물 사용에 대한 소유자 협의(승인)여부 ,부속건물 리모델링공사 건축협의 대상 여부 ,담장 철거 및 수목 이식·폐기 추진 경위 ,사업추진 시 법령 위반 여부 등이다. 

 

먼저 이번 감사에서 대전시는 시설물 원상변경에 대한 소유자 승인없이 무단으로 사업을 추진한 것으로 확인됐다.
 

수목제거 및 담장철거, 부속건물(무기고, 선관위, 우체국)에 대한 리모델링 공사는 사업부서에서 문체부를 4차례 방문해 협의한 사실은 있으나, 소유자인 충청남도나 문체부의 공식적인 승인 없이 무단으로 사업을 추진한 것으로 감사 결과 드러났다.

 

또한 옛 충남도청사 부속건물에 대한 리모델링 공사 등을 시행 하면서 관할 관청인 중구청에 대수선, 증축신고 등 건축협의를 전혀 이행하지 않고 임의로 공사를 실시 한것으로 확인됐다.

 

부속건물인 우체국, 무기고동의 2층 바닥과 내외부 계단를 철거하는 공사는 것은 주요 구조부를 해체하는 것으로써 이는 대수선에 해당한다.

 

또한 부속동 3개 동의 연결복도 철거 후 재설치하는 것은 증축행위에 해당하여 관할 구청(중구청)에 건축협의(대수선, 증축)절차를 이행하지 않은 사실도 확인했다.

특히 리모델링 공사를 하면서, 내진성능 평가용역 결과 내진보강이 필요하다는 의견이 있었으나, 내진설계 보강 없이 건물 내부만 구조보강하도록 설계해 리모델링 사업을 추진한 것으로 조사됐다.

 

사회적자본지원센터가 소통협력공간에 입주하려면 운영협의회 심의를 거쳐 시장의 승인을 받아야 하나, 마치 소통협력공간에 입주가 확정된 것처럼 설계에 반영, 사전절차를 이행하지 않은 것으로 확인됐다.
