존경하는 중구 구민 여러분!
그리고 공직자 여러분!

 

2021년 새해가 밝았습니다.
새해 복 많이 받으세요.

 

코로나19로 인해 새해 인사를 영상으로 하게 되었습니다.

올해도 저는 초심을 잃지 않고 구민과 중구발전을 위해 최선을 다하겠습니다.

우리 중구는 대전을 근대 도시로 개발하고 발전시켰던 모태 도시입니다.

 

저는 지난 2010년 민선 5기 구청장으로 취임하여 지금까지 원도심 활성화, 그리고 효 문화 중심도시 건설을 위해 다양한 사업들을 추진해 왔습니다.

 

문화흐름 중교로 조성사업과 대흥동목길재생사업,우리들공원 주변 재창조 사업, 대제로 커플존 조성사업, 양지근린공원 조성사업, 선화로 확장 사업, 선화동 예술과 낭만의 거리 조성 사업, 부사동 문화마을 조성 사업, 유천동 도로정비 및 가로수 개량 사업, 보문 1 ‧ 3구역 주거환경개선 사업, 선화용두지구 재정비 촉진사업 등이 대표적으로 추진한 사업입니다.

 

이러한 노력들이 젊은 층을 중심으로 많은 분들이 우리 중구를 다시 찾게 하였으며 지역 상권에 활기를 불어 넣었습니다.

 

한편 저는 원도심 활성화 사업뿐만 아니라 서로가 서로를 배려하고 존중하며, 가족의 소중함을 느끼게 하고, 미래의 청소년들이 인성적으로 바르게 성장할 수 있도록 효 문화를 확산시켜 나가고 있습니다.

 

그 결과 뿌리공원은 244기의 성씨조형물과 야간경관 조명 시설이 조성되어 대전을 대표하는 전국적 명소로 발전하였습니다.


또한 열한 번의 짧은 역사를 가진 대전효문화뿌리축제는 그 가치를 인정받아 여섯 번에 걸쳐 국가유망축제로 선정되었으며, 전국 축제 브랜드 평판 결과 775개의 축제 중 5위에 선정되었습니다.

 

특히, 지난해에는 전국 1,000여 개의 지역 축제를 평가한 결과 2020년 외국인에게 추천하는 글로벌 우수축제로 선정되었습니다. 이러한 성과가 우리 중구에 많은 변화를 만들어 냈습니다.

 

다음은 우리 중구 발전을 위해 앞으로 추진해 나갈 주요 사업에 대하여 말씀드리겠습니다.

 

먼저, 원도심 활성화를 위한 사업으로 첫째, 도시 재개발과 재건축 등을 통한 도시 활성화입니다.

현재 우리 중구는 총 31개 지역에서 재개발사업과 재건축사업, 그리고 개별 민간사업 등이 활발하게 추진되고 있습니다.


재개발사업은 2019년에 착공한 목동 3구역을 포함하여 20개 구역에서 진행 중에 있으며, 재건축사업은 중촌동 1구역을 포함한 3개 구역에서 추진되고 있습니다.


또한, 개별 민간사업으로 8개 구역에서 공동주택 사업이 행정절차와 공사를 진행하고 있습니다.

이 사업들의 준공 시기는 다르지만 2022년부터 약 2만 8천 세대가 입주하면 7만여 명의 인구가 증가할 것으로 예상됩니다.

 

둘째, 도시재생 뉴딜사업입니다.

 

국토교통부 공모사업으로 추진되는 이 사업은 주민 의견과 지역 정체성 등을 바탕으로 도시를 재생시키는 사업입니다. 현재 중촌동과 유천동이 도시재생 뉴딜사업 대상지로 선정되어 사업이 활발하게 진행 중에 있습니다.

 

중촌동 지역은 금년에 완료되고, 유천동 지역은 2023년에 완료될 예정입니다. 한편, 석교동 지역은 금년 상반기에 뉴딜사업 용역을 완료하고, 공모할 계획입니다. 이러한 사업들을 차질 없이 진행하여 지역의 균형발전과 경쟁력을 높이는데 최선을 다하겠습니다.

 

셋째, 중구청사 리뉴얼 사업입니다.

 

이 사업은 2019년에 우리 중구청사가 국토교통부의 제5차 `노후공공건축물 리뉴얼 선도 사업' 공모에서 구청 청사로는 전국에서 유일하게 선정되어 추진하고 있는 사업입니다.

 

이 사업을 통해 우리 중구청사는 업무시설과 주민편의시설 그리고 임대수익시설 등을 갖춘 지하 2층, 지상 18층 규모의 새로운건물로 2026년에 건립될 예정입니다. 지난해 5월 7일에는 사업의 원활한 추진을 위해 우리 중구와 국토교통부, 그리고 한국토지주택공사(LH) 등 3자간 업무협약을 체결한 바 있습니다.


앞으로도 관계 기관과의 업무협조를 통하여 빠른 시일 내에 구체화 될 수 있도록 최선을 다하겠습니다.

 

넷째, 보건소 그린리모델링 사업입니다.

 

이 사업은 지난해 8월 국토교통부의 `공공건축물 그린리모델링 사업' 에 우리 중구가 선정되어 추진하고 있는 사업입니다. 금년 하반기 준공을 목표로 추진 중인 이 사업을 차질 없이 진행하여 보건소를 에너지 성능향상과 온실가스 감축효과를 가져오는 녹색청사로 만들고 이곳을 찾는 구민들의 보건 서비스 질을 높여 나가겠습니다.

 

아울러, 장기적으로 보건소 이전이 필요한 만큼 이전 방안도 함께 검토해 나가겠습니다.

 

다섯째, 행정복지센터 신축입니다.

 

우리 중구의 17개 행정복지센터 중 13개소는 건립된 지 20년이 경과하여 시설이 낡고 협소합니다. 열악한 재정여건으로 인해 13곳 모두를 한 번에 신축하기는 어렵지만 금년에는 석교동 행정복지센터를 착공할 예정입니다.


그리고 태평1동 행정복지센터는 현재 부지 확보 절차가 진행 중에 있습니다.

 

또한, 오류동, 태평2동, 중촌동, 대흥동 등 다른 행정복지센터 신축도 조속히 진행될 수 있도록 부지확보와 건축비를 위한 재원 마련에 최선을 다하겠습니다. 여섯째, 구민회관과 중부소방서 등 우리 중구에 필요한 여러 공공청사에 대해서도 대전시 등 관계기관과 협력하여 건립될 수 있도록 노력해 나가고 있습니다.

 

다음으로 효 문화 중심도시 건설을 위한 뿌리공원 2단지 사업 추진입니다.

 

이 사업은 지난 2016년도 문화체육관광부의 충청유교문화권 광역관광개발계획 거점사업에 선정되어 추진하고 있는 사업입니다.  이 사업을 통해 성씨조형물 추가 설치와 넓은 잔디광장, 가족단위 캠핑장과 글램핑장 등이 들어서면 가족 중심의 효 문화가 더욱 활성화 될 것입니다.

 

그리고 살기 좋은 복지환경 조성입니다.

 

첫째, 우리 중구는 아이 키우기 좋은 도시를 만들기 위해 최선을 다하고 있습니다.


대전시 자치구 중 처음으로 만 3세에서 5세까지 누리과정 아동에 대한 학부모 부담 차액보육료 전액을 구비로 지원한 바 있습니다.

 

또한, 0세에서 2세까지 아동의 긴급보육바우처 초과시간 사용분도 2020년 3월 보육체계가 개편되기 전까지 지원하여 학부모의 보육료 부담을 덜어 드렸습니다.


앞으로도 아이 키우기 좋은 도시를 만들기 위해 지속적으로 노력해 나가겠습다.

둘째, 우리 중구는 노인 인구 비율이 19.3%로, 대전에서 가장 높습니다.


효문화 중심 도시로서 부모님께 효도하고, 어르신을 공경하는 마음으로 어르신들에 대한 복지가 향상될 수 있도록 최선을 다하고 있습니다. 


노인일자리 사업과 다양한 교육프로그램을 보급하고 있으며 맞춤형 경로당 운영과 경로당 신축 등을 지속적으로 추진해 나가고 있습니다.

 

셋째, 여성 친화도시로 발전할 수 있도록 행복배달 무인 택배함을 설치하였고 경력단절 여성 취업교육도 실시하였습니다.


그리고 여성안전지킴이집 운영 등과 같은 여성 중심의 다양한 사업도 펼쳐나가고 있습니다.


이러한 노력으로 우리 중구가 여성친화도시로 지정되어 올해부터 더 많은 사업을 할 수 있게 되었습니다.

 

넷째, 장애인 스스로가 자립할 수 있는 기반 조성과 공평한 양육여건 보장을 위한 드림스타트사업, 그리고 차별과 소외 없는 복지사각지대 해소 등 다양한 복지정책도 지속적으로 추진해 나가고 있습니다.

 

끝으로 깨끗한 도시를 만들기 위해 자생단체를 중심으로 우리동네 클린사업을 전개하고 있으며 은행나무 수종개량 사업 등도 지속적으로 추진하고 있습니다.
