K-Pop Arena, the Chungcheong Region Intoxicated by ‘Another Dome’…

What Is Needed Now Is ‘Sustainability,’ Not ‘Symbolism’

K-Pop has already transcended the music genre to become a national strategic industry. In the 2026 budget proposal, the Ministry of Culture, Sports and Tourism declared the "300 Trillion Won Era of K-Culture" and even included a budget for basic research on the construction of medium-to-large-scale performance arenas. The government has now begun to view performance venues not merely as cultural facilities, but as national infrastructure combining content, tourism, MICE, and AI industries.

Amidst this trend, the Chungcheong region is also buzzing. South Chungcheong Governor Kim Tae-heum proposed a massive project near Cheonan-Asan Station that combines a 50,000-seat dome stadium with a K-Pop arena, while Osong in North Chungcheong Province has also put forward a plan for a 50,000-seat dome stadium.

Political circles in Daejeon have also raised the idea of a K-Pop arena centered around Daejeon Station and the old downtown area. The problem begins here. The reality is that the Chungcheong region must now compete not against one another, but against Seoul and the metropolitan area.

The metropolitan area has already entered an "arena war." Incheon Inspire Arena combines airports, resorts, and international tourism, while Seoul Changdong Arena is building a private operation model centered on Kakao.

CJ Live City is preparing a content ecosystem that combines production, experiences, and performances. In contrast, the atmosphere in the Chungcheong region is still focused solely on "how many tens of thousands of seats to build" rather than "what to fill and how."

The reality is harsh. The core of an arena is not scale, but "occupancy rate." Success or failure depends on securing anchor content and a structure for continuous operation capable of running content for more than 150 days a year.

However, the Chungcheong region lacks the headquarters of major entertainment agencies, permanent IPs, and a global tourism hub to attract overseas fans. Even the review opinion for the Cheonan-Asan dome stadium expresses concern that it might become a "second or third-choice option chosen only after all facilities in Seoul are full." In particular, while the combined model of a ‘domed baseball stadium and K-pop arena’ may appear politically glamorous, it is unstable from an industrial perspective. Baseball stadiums are seasonal facilities, whereas arenas are designed for year-round performances. Their design philosophies and revenue structures are completely different. Consequently, there is a high risk that it will become a ‘massive mixed deficit facility’ that is not optimized for either sector.

While Daejeon has strengths in terms of metropolitan transportation, global performances do not come simply because the transportation is good. In reality, the performance industry operates within a metropolitan-centric ecosystem encompassing equipment, staff, promotion, accommodation, and air travel. What the Chungcheong region truly needs to consider is not a “super-sized dome to beat Seoul,” but “realistic cultural infrastructure to share roles with Seoul.”

Instead, the alternative can be found in mixed-use spaces. This involves an ‘e-sports and medium-sized performance venue network model’ that combines Daejeon’s ICT and gaming industry base with Chungnam’s tourism resources. A structure that connects 5,000 to 10,000-seat performance venues with virtual content, OTT live streaming, and international e-sports could reduce the burden of construction costs and increase utilization rates. Above all, it could create an ecosystem where local youth and content companies can truly thrive.

What the political circles in the Chungcheong region need right now is not a competitive mentality of "we have 50,000 seats, too." While symbols may receive applause in elections, operating deficits ultimately come back to taxpayers' money.

The cultural industry begins not with buildings, but with content, people, and a sustainable operational structure. The path for the Chungcheong region to become a true cultural capital does not lie in building the largest dome. It lies in creating the longest-lasting cultural ecosystem.
