대전광역시의회 복지환경위원회가 4일 제299회 제1차 정례회 제2차 회의를 열고 소관 조례안 3건을 원안 가결하는 등 본격적인 의정 활동에 나섰다.

이날 회의에서 위원들은 시민정원사 양성 사업의 실효성 확보와 공공기관 간 유사·중복 사업 정비를 한목소리로 주문했다. 

특히 시민정원사 교육 이수자에게 부여되는 명칭이 자격증이 아닌 ‘수료증’임을 명확히 안내해 혼선을 줄이고, 수료생들이 한밭수목원 등 시 직영 공공 정원과 녹지 사업 현장에 실질적으로 투입될 수 있는 체계적인 인력 연계 체계를 구축하라고 당부했다.

아울러 위탁 사무 및 연구 용역 전반에 대한 철저한 점검도 요구됐다. 위원들은 탄소중립지원센터와 녹색환경지원센터, 보건환경센터 등 공공·민간 위탁 기관 간 과업의 중복성을 지적하며, 매년 반복되는 유사 용역 발주와 예산 낭비를 방지하기 위한 명확한 업무 구분과 비교 자료 제출을 시에 적극 요청했다.

한편, 이날 회의에서는 금고동 제2매립장 조성 과정에서 공사 중 발생한 암석을 매각해 예산을 절감하고 세수를 확보한 담당 공무원들의 적극행정을 높이 평가하며 이에 상응하는 인센티브 부여 방안이 제기됐다. 

이와 함께 제1매립장 종료에 따른 시운전 상황을 점검하는 한편, 장기간 매립장 운영으로 불편을 겪어온 주변 지역 주민과 농민들을 위한 실효성 있는 지원 마스터플랜을 조속히 마련할 것을 촉구했다.

In addition, while inspecting the status of the trial operation following the closure of the No. 1 Landfill, the committee urged the prompt establishment of an effective support master plan for residents and farmers in surrounding areas who have suffered inconveniences due to the long-term operation of the landfill.
