기후변화와 외래 병해충 유입 위험에 대응해 농작물 피해를 사전에 막고 신속한 방제 체계를 구축하기 위한 법적 근거가 마련됐다.

대전시의회 산업건설위원회는 4일 김민숙 의원(더불어민주당, 서구1)이 대표발의한 「대전광역시 농작물 병해충 예비관찰·방제단 운영 조례안」을 원안 가결했다.

이번 조례안은 「식물방역법」에 근거해 대전시 농작물 병해충 예비관찰·방제단의 구성과 운영에 필요한 사항을 체계적으로 규정하는 데 초점을 맞췄다. 병해충을 초기 단계에서 발견하고 신속히 대응함으로써 농가 피해를 최소화하는 예방 중심의 지역 방제 네트워크를 구축하는 것이 핵심 목적이다.

조례안에 따라 대전광역시 농업기술센터 내에 전담 방제단이 설치되며, 예비관찰 및 방제 업무의 전문성을 높이기 위해 관련 전문인력과 보조 인력을 채용할 수 있는 제도적 기반도 함께 정비된다.

김민숙 의원은 기후변화로 인해 병해충 발생 양상이 복잡해지고 외래 병해충 유입이 늘어나는 상황에서, 사후 복구보다는 조기 발견과 선제적 대응 체계 마련이 시급하다고 발의 취지를 설명했다.

이어 현장에서 실효성 있게 작동하는 방제 시스템을 정착시켜 농업인이 안심하고 농업에 전념할 수 있도록 선제적인 농정 지원 정책을 지속해 나가겠다고 강조했다.
