제10대 대전시의회가 출범 후 첫 정례회의 문을 열자마자 일부 의원들의 무책임한 외유성 해외 출국으로 파문이 일고 있다. 시민을 대의해 집행부를 견제·감시해야 할 엄중한 시기에 본분을 버리고 국외로 향한 이들을 향해 냉담한 시선이 쏠린다.

2일 충청광역연합의회에 따르면 더불어민주당 소속 대전시의회 서다운(서구4), 김기흥(대덕구1), 고제열(중구3) 의원은 제299회 정례회 개회 당일인 지난 1일 오전 본회의 직후 청주공항을 통해 일본으로 출국했다. 

대전시의회가 9월 1일부터 21일간의 일정으로 개원 후 첫 정례회에 돌입했음에도, 개막과 동시에 자리를 비운 것이다.

이들의 출국 명분은 충청광역연합의회 일원으로서 ‘충청권 중소벤처기업 해외 박람회’를 지원한다는 것이었다. 그러나 3박 4일간의 세부 일정을 들여다보면 명분은 무색해진다.

첫날 현지 도착을 시작으로 둘째 날 개막식 참석·부스 참관·대사관 방문·환영 만찬, 셋째 날 코트라 도쿄무역관 방문 및 기업 시찰을 거쳐 넷째 날 귀국하는 단조롭고 형식적인 동선이 전부다. 

알맹이 없는 외유성 일정에 투입된 혈세만 의원 1인당 400만 원에 달한다. "내 돈이라면 3박 4일 일정에 400만 원을 들여 선뜻 떠났겠느냐"는 지적이 나오는 이유다.

같은 충청광역연합의회 소속인 국민의힘 이한영 대전시의원(서구6)의 행보는 이들과 극명한 대비를 이뤘다. 

이 의원은 정례회 일정을 이유로 일본 출장을 단호히 거절했다. 

이 의원은 "첫 정례회인 만큼 시민이 부여한 권한과 책무를 스스로 저버릴 수 없었다"며 회기 지킴이를 자처했다.

자치단체장의 행보도 비교선상에 올랐다. 

전문학 대전 서구청장은 지난달 27일 대통령 주재 전국 시·군·구청장 회의조차 서구의회 본회의 참석을 이유로 불참하며 대의기관에 대한 예의를 갖췄다. 

단체장도 의회 일정을 최우선으로 두는 마당에, 정작 시의원들이 의회 문을 닫아걸고 해외로 나간 꼴이다.

시정 감시와 예산안 심사, 정책 검증이라는 의원 본연의 임무를 등한시한 채 혈세를 들여 해외로 떠난 이번 행태는 대전시의회 전체의 신뢰를 실추시켰다.

지역 정가의 한 관계자는 "첫 정례회부터 회기를 팽개치고 나간 것은 시민에 대한 명백한 기만"이라며 "명분도 명숙도 없는 혈세 낭비성 출국에 대해 해당 의원들은 깊이 각성하고 시민 앞에 책임 있는 자세를 보여야 한다"고 강력히 비판했다.

더불어민주당을 향해서도 "의원의 본분을 망각 한 의원들을 대상으로 당 차원에서 시민들이 납득할 만 한 수준의 처분이 있어야 할 것"이라고 지적했다.
