[Desk Column] The South Chungcheong West Coast Burning Red: How Long Will the Government Just Watch?

The mountain ridges along the South Chungcheong West Coast, which should be lush with midsummer greenery, are drying up and dying, turning red and yellow, having lost sight of the season. The pine forests stretching from Biin and Jongcheon townships in Seocheon to Boryeong, Taean, and Cheongyang have been trampled by a deadly infectious disease known as "Pine Wilt Disease," leaving them on the brink of complete devastation.

Even the black pine forest at Chunjangdae Beach, which used to block the sea breeze, and the Janghang Songnim Natural Recreation Forest, home to clusters of purple Liriope, are now at the doorstep of the disease, threatening to completely destroy the region's natural tourism resources and ecosystem. The problem is that this forest disaster is not limited to the South Chungcheong West Coast alone.

Pine Wilt Disease is called "Pine AIDS" because it is incurable once infected. Once it spreads, restoring the area to its original state requires a massive budget and a long time. Nevertheless, on the ground, the lack of precise monitoring and reactive removal operations are repeating themselves, causing the speed of disease control to completely fail to keep up with the speed of the damage. This is why fierce criticism is pouring in, questioning whether the government and the Korea Forest Service have effectively abandoned the control of pine wilt disease despite the reality.

This administrative indifference and lack of countermeasures have recently come under fire in the National Assembly as well.

During a comprehensive policy inquiry at the plenary session of the Special Committee on Budget and Accounts, People Power Party Representative Yoon Yong-geun (Gongju, Buyeo, and Cheongyang, South Chungcheong Province) strongly criticized the government's lukewarm response to the Prime Minister, characterizing the pine wilt disease crisis as a "national forest disaster."

According to data presented by Representative Yoon, while the budget for disease control has more than doubled in recent years, the number of damaged trees nationwide has actually skyrocketed by 4.7 times. In particular, statistics prove that the government's control policy has resulted in a total failure, with the number of damaged trees in the South Chungcheong region surging by a staggering 129 times. Representative Yoon stated, "The current situation, where the budget is being poured in while damages are skyrocketing, demonstrates that the government's pest control system has become inoperable," and strongly urged the preparation of a comprehensive response plan at the Prime Minister's level to oversee relevant ministries.

In response, Prime Minister Han Sung-sook replied, "We will meticulously review the relevant matters and prepare comprehensive measures," but the outlook from the field remains cold.

This is because the forests, which are already burning red, cannot be revived like the hives of the past year with mere cliché explanations of "inspection" and "review."

What is needed now is a bold and preemptive all-out effort, including the establishment of a wide-area pest control network extending beyond city and county boundaries, preventive tree injections, and the designation of special management zones that combine the immediate removal of infected trees. While the responsibility for pest control is merely shifted to local governments and the authorities stand idly by, the magnificent Korean black pine forests of the West Coast will turn into a desert. The government must not stop at mere words promising to "establish comprehensive measures," but must immediately implement extraordinary administrative and financial actions equivalent to declaring a forest disaster. No tourism or ecological activities can take root in fields where pine trees have vanished.
