Buyeo County Governor Lee Yong-woo, Elected by 79 Votes, Appears Before Police on Charges of Election Law Violation for Providing 50 Souvenirs

Buyeo County Governor Lee Yong-woo, who was elected by a margin of 79 votes in the nationwide simultaneous local elections held last June, is currently undergoing his first interrogation as a suspect after appearing before the police on the 24th. He was reported to the authorities by the Chungnam Election Commission on charges of violating the Public Official Election Act by providing 50 souvenirs worth approximately 1.5 million won to constituents.

This comes about three months after the Chungnam Election Commission reported Governor Lee to the prosecution last May, marking the entry of a full-scale judicial investigation into an issue that emerged as a major point of contention in local politics during the June 3 local elections.

Governor Lee appeared at the Buyeo Police Station around 2 p.m. on the 24th to be questioned.

A Buyeo County official stated that they understand Governor Lee took a half-day leave for personal reasons that afternoon, but added that they do not know the specific reason. The police are expected to conduct an intensive investigation into County Governor Lee regarding the circumstances surrounding the decision to provide event-related items, the extent of his involvement, the nature of the items, and the overall delivery process.

The incident dates back to late October of last year.

County Governor Lee is suspected of providing 50 items made of Boryeong mud (valued at approximately 1.5 million won), which were intended as official commemorative gifts for a company where he previously served as a director, after receiving a request for event sponsorship from Mr. B, an acquaintance and official of the Buyeo County Small Business Association.

The National Election Commission determined that this act constituted a prohibited donation under the Public Official Election Act and filed a criminal complaint against him along with Mr. B, who requested the items.

This matter was also a key subject of contention during the televised debates of the last local election.

At the time, Kim Min-soo, the candidate from the Democratic Party of Korea, criticized the move, stating, "The very filing of the complaint by the Election Commission causes great concern among the county residents and is a serious matter that could undermine the fairness of the election." In response, County Governor Lee acknowledged the complaint but dismissed allegations of illegal donation, stating, "I sponsored business supplies instead of cash support at the request of local small business associations."

He further countered, "Whether or not there was illegality can be sufficiently clarified during the investigation process."

The core of the police investigation is whether the sponsorship of the goods in question constitutes a donation activity strictly prohibited by the Public Official Election Act.

However, the complaint filed by the National Election Commission and the questioning of the suspect are merely investigative procedures to prove the charges; illegality has not been confirmed. Final legal liability will be determined through future dispositions by the prosecution and judgments by the court.

Given that County Governor Lee Yong-woo was elected by a dramatic margin of 79 votes, the repercussions on local politics and county administration are expected to be significant, depending on the results of the police investigation and future legal proceedings.
