[Desk Column] Daejeon City Council Members’ Training Schedule to Jeju Island and the Self-Portrait Titled ‘We Ask’

Due to a record-breaking heatwave, Daejeon City has activated Emergency Level 1 of its Disaster and Safety Countermeasures Headquarters and is mobilizing its entire administrative capacity. At a time when citizens’ sighs are deepening amidst sweltering heat and a prolonged economic downturn, news from a corner of the Daejeon City Council is truly stifling.

It is reported that six first-term members of the Daejeon City Council are departing for a job training trip to Jeju Island starting on the 10th for a three-day, two-night itinerary. A total of approximately 6 million won of taxpayer money—about 1.05 million won per person for training expenses and airfare—is being invested.

The problem lies in the effectiveness and timing of this training. According to the released schedule, the actual training time over the three days amounts to a mere eight hours. One cannot help but question whether it is necessary to take a flight to Jeju just to attend lectures averaging only two to three hours a day.

** They seem to have no regard for the bitterness citizens must feel when looking at the training schedule, which is packed with auxiliary activities under the guise of meals, banquets, travel, and comparative field trips. It is a trip to Jeju without justification, failing to consider visuals, symbolism, or civic sentiment.

Furthermore, the training content consists of the most basic job training for local council members, such as budget and settlement reviews, administrative audits, and the enactment and amendment of ordinances. It is merely a repetition of material already familiar to council members with experience in local councils.

If the genuine intention was to enhance professional competence, inviting a professional instructor to Daejeon for the entire city council to collaborate would have been far more rational, not only in terms of budget savings but also in terms of legislative effectiveness.

However, the deeper sense of devastation caused by this controversy lies not in the superficial appearance of "training," but in the lack of "basic skills" demonstrated by the local council members.

Looking into the transcripts of municipal questioning by some city council members recently elected to metropolitan councils reveals words that are repeated to the point of doubt. “I ask you, Director,” “I ask you, Mayor,” “I make this request.”

A city council inquiry is not a tea party meant to be a formality toward the executive branch. It is a constitutional forum where representatives, entrusted with authority by the citizens, check the arrogance and unilateralism of the administration and sharply uncover the flaws in its policies.

In such a setting, the habit of bowing politely to officials of the audited agency, saying “I ask you” as if seeking permission, and seeking cooperation at the level of a “request” instead of strong control, is tantamount to abandoning one’s role as a representative of the citizens.

The moment a council member, who should be holding the executive branch accountable on behalf of the citizens, walks in fear of the executive branch or acts like a subordinate, the very reason for the council’s existence vanishes.

Firm language such as “I will ask a question,” “Please answer,” and “How will you take responsibility for the administration?” is not disrespect toward the other party, but an expression of responsibility toward the citizens.

What the Daejeon City Council needs right now is not a superficial lecture heard while braving the winds of Jeju Island. It is the "re-establishment of legislative philosophy"—realizing why the Council exists and the weight of citizen authority carried in every word they utter on the stage of city administration questioning.

Legislative competence that fails to adhere to the fundamentals cannot be masked by even the most glamorous external training. As the council embarks on this training trip to Jeju while turning a blind eye to the suffering of citizens amidst the scorching heat, it is time to re-examine the questionnaires in the council members' hands.
