Controversy Over the Appropriateness of Project Management for the 15 Billion Won Smart Farm in Jubong District, Gongju…

Doubts are mounting regarding the appropriateness of administrative procedures and overall construction management for the rental-type smart farm development project in the Jubong District of Iin-myeon, Gongju-si, South Chungcheong Province, which involved a total budget of 15 billion won.

Calls are mounting for a transparent verification of the work processes of Gongju City, the project's main entity, and the Gongju Branch of the Korea Rural Community Corporation (KRC), which was entrusted with project management.

This project, promoted with the goal of fostering young farmers and establishing a foundation for smart agriculture, was implemented by Gongju City, while the KRC Gongju Branch was entrusted with project management and supervision to oversee the entire process until completion.

However, as controversy has arisen over whether various administrative procedures and construction management during the project's implementation were carried out in accordance with laws and contract standards, requests for the disclosure of relevant documents are mounting.

The main points of contention are the process of modifying the project plan, changes in materials, and whether progress reports were fulfilled. First, there are calls for an investigation into whether the approval procedures by the consignor, Gongju City, were legally carried out when the project plan was modified, and whether the changes comply with contract regulations.

In particular, verification is required regarding whether the administrative and technical reviews were valid in relation to the conversion of materials originally planned for public supply to privately supplied materials. This is because a rigorous review of the reasons is essential, given the clear differences in budget execution and quality control methods between public and private supply.

The procedure for "status reports" regarding on-site variables that occurred during construction has also come under scrutiny. Questions are being raised as to whether status reports—which directly affect increases or decreases in construction costs due to changes in design or construction methods—were omitted or handled retrospectively.

In fact, some observers have detected indications that changes to the project plan or related approval procedures were carried out after the construction had already been completed, demanding a clear explanation regarding the background of this "processing first, approval later" approach. In response, the Gongju Branch of the Korea Rural Community Corporation stated, "We deeply recognize the importance of ensuring transparency and trust, given that this is a public project," adding, "We will sincerely explain the raised questions based on objective grounds and data and actively cooperate with relevant procedures."

Local politicians and experts unanimously agree that, as this is a public project involving a large amount of provincial and municipal funds, Gongju City and the Korea Rural Community Corporation must transparently disclose documents such as approvals for project plan changes, design modifications, justifications for material changes, and completion approvals.
