오석진 대전시교육감의 핵심 공약인 ‘교육활동보호관(교권담당관)’ 신설 사업이 시작부터 대전시의회의 강한 제동에 걸렸다. 

조직 성격을 둘러싼 교육청 내부의 혼선과 의회와의 소통 부재가 겹치면서 오 교육감의 주요 정책 추진력 전체가 시험대에 오른 모양새다.

대전시의회는 최근 현안질의를 열고 교육청이 충분한 사전 협의 없이 조직 개편을 조급하게 추진했다고 강하게 질타했다. 교육청은 지난달 업무보고 당시 숙의 과정을 거치겠다고 밝혔으나, 불과 며칠 만에 오는 9월 1일 출범을 목표로 하는 시행규칙 개정안을 제출하면서 마찰을 빚었다.

교육청은 신규 조직이 사건 발생 즉시 현장에 출동하는 '초기 전담 대응팀' 역할을 맡 받는다고 설명하지만, 현장에서는 구체적인 차별점에 대해 여전히 의문을 제기하고 있다.

이번 사태를 계기로 AI 서버팜 구축, 교육시설관리공단 설립 등 오 교육감이 추진 중인 다른 주요 공약사업에도 경고등이 켜졌다. 해당 사업들 모두 조례 제정과 예산 확보를 위해 시의회의 협조가 필수적이기 때문이다.
