고물가 및 고유가 여파로 장바구니 부담이 가중되는 가운데, 시민들의 생활 안정을 돕고 골목상권에 온기를 불어넣기 위한 지방자치단체의 밀착형 복지 행정이 현장의 찬사를 받고 있다. 

아산시는 지난 18일부터 본격 시행된 ‘고유가 피해지원금’ 2차 지급 사업을 안정적으로 궤도에 올리며 체감도 높은 민생 대책을 전개하고 있다고 20일 밝혔다.

시는 대규모 지원금 신청 및 지급 초기 단계에서 흔히 발생하는 행정 마비나 민원 혼잡을 최소화하기 위해 선제적으로 움직였다. 

사전 전산 시스템 정밀 점검을 비롯해 읍·면·동 담당자 직무 교육, 다각적인 민원 대응 모니터링 체계 구축 등 철저한 시뮬레이션을 마친 결과, 현재까지 큰 혼선 없이 순조로운 접수와 지급이 이뤄지고 있다는 평가다.

특히 이번 2차 지급에서 돋보이는 대목은 거동이 불편한 고령층과 모바일·인터넷 신청에 어려움을 겪는 디지털 취약계층을 위한 ‘찾아가는 신청 서비스’의 전격 도입이다. 

시 행정지원팀은 지난 19일 아산시노인종합복지관을 직접 방문하여 복잡한 신청 절차 안내부터 현장 접수, 심사까지 한자리에서 처리하는 원스톱 서비스를 제공해 어르신들의 호응을 이끌어냈다. 

아울러 관내 요양시설과 경로당 등을 대상으로 꼼꼼한 수요 조사를 병행하며, 매일 현장 기동반을 투입해 신청 사각지대를 촘촘히 메워가고 있다.

또한 시는 이번 회차부터 시민들의 실질적인 에너지 비용 경감을 위해 지원금 사용처에 ‘주유소’를 전격 추가했다. 

이러한 변경 사항을 온·오프라인 채널로 집중 홍보하는 동시에, 유입된 재원이 관내 소상공인 매출 증대와 골목상권 활성화라는 선순환 구조로 이어질 수 있도록 행정력을 모으고 있다.

한편, 아산시 고유가 피해지원금 2차 지급은 오는 7월 3일까지 약 두 달간 이어지며, 지원 대상은 소득 하위 70% 이하 시민으로 1인당 15만 원씩 지급된다. 

신청 첫 주에는 현장 혼잡을 빚지 않도록 출생연도 끝자리에 따른 요일제를 엄격히 적용한다. 

수요일인 20일은 끝자리 3·8, 목요일(21일) 4·9, 금요일(22일) 5·0 순으로 매칭되어 신청할 수 있다. 이번에 지급된 지원금의 사용 기한은 올해 8월 31일까지로, 기한 내 소비되지 않은 잔액은 전액 자동 소멸하므로 주의가 필요하다.
