시각장애인 맞춤형 문화예술 프로그램 공동 개발 및 전문 자원 상호 교류

근대유산 ‘테미오래’서 무장애 기획전 추진…소외계층 문화향유권 확대 가속

장애가 문화적 소외로 이어지지 않도록 지역 문화계와 특수 교육기관이 손을 잡고 장벽 없는 ‘무장애(Barrier-Free) 문화 복지’ 구현에 나선다. 

대전문화재단과 대전맹학교는 19일 대전예술가의집 다목적회의실에서 업무협약을 체결하고, 지역 내 차별 없는 문화복지 실현과 문화향유 저변 확대를 위한 긴밀한 거버넌스를 구축하기로 약속했다.

이번 협약은 시각장애인들이 온전히 참여하고 즐길 수 있는 맞춤형 문화예술 프로그램을 공동 개발·운영하는 데 방점을 둔다. 

이를 위해 양 기관은 지역 예술인 및 문화예술기관과의 유기적인 협업 기반을 마련해 활동을 연계하기로 했다. 

아울러 각 기관이 보유한 전문 인력과 공간, 정보 등 유무형의 자원을 상호 교류하고, 문화복지 정책 및 연구 관련 의견을 긴밀히 교환하는 등 복합적인 협력 과제를 수행해 나갈 방침이다.

특히 이번 협약은 대전문화재단이 ‘2026 무장애 문화향유 활성화 지원사업’의 전담 운영기관으로 선정됨에 따라 한층 탄력을 받게 됐다. 

이번 공조를 바탕으로 대전의 대표적인 근대건축유산인 ‘테미오래’의 관사 일부를 활용한 무장애 기획전시가 개최될 예정이어서, 시각장애 청소년들에게 고품격 문화체험 기회를 제공하는 실질적인 마중물이 될 것으로 기대된다.

문성준 대전맹학교 교장은 “이번 협약이 장애와 비장애의 경계를 허물고, 우리 사회에 더불어 사는 따뜻한 문화가 널리 전파되는 소중한 계기가 되기를 희망한다”고 전했다. 

이어 백춘희 대전문화재단 대표이사는 이번 협약은 평등한 문화복지를 한 단계 격상시키기 위한 재단의 지속적인 의지 표현이라며, 지역 내 촘촘한 무장애 문화향유 기반을 구축하기 위해 지역사회 및 유관기관과 끊임없이 동행하겠다는 의지를 피력했다.

한편, 대전문화재단은 지난해 7월에도 대전광역시립손소리복지관과 업무협약을 체결하고 청각장애인을 위한 맞춤형 문화예술 프로그램 개발 및 농인(聾人) 문화해설사 양성 교육을 성공적으로 추진한 바 있다. 

재단은 시각과 청각 등 장애 유형별 맞춤형 지원을 스펙트럼처럼 넓혀가며 지역 소외계층을 위한 차별 없는 보편적 문화복지 영토를 지속적으로 확장해 나가고 있다.

Meanwhile, the Daejeon Cultural Foundation also signed a business agreement with the Daejeon Municipal Sonsori Welfare Center last July, successfully developing customized cultural and artistic programs for the hearing impaired and conducting training for deaf cultural commentators.

The Foundation is continuously expanding the territory of non-discriminatory universal cultural welfare for marginalized groups in the region by broadening customized support for various disability types—such as visual and hearing impairments—like a spectrum.
