복지의 사각지대를 메우고 시민의 기본권을 촘촘히 보장하려는 지방자치단체의 움직임이 공급자 중심의 오랜 관행을 깨고 수요자 중심의 혁신으로 진화하고 있다. 

아산시가 전 국민의 지혜를 모아 지역 특화형 복지 생태계를 구축하기 위해 추진하는 ‘아산형 기본사회 정책 아이디어 공모전’이 바로 그 신호탄이다.

18일부터 내달 12일까지 4주간 펼쳐지는 이번 공모전은 국가적 핵심 과제와 지역의 구체적 여건을 유기적으로 결합하려는 아산시의 실천적 의지가 고스란히 투영됐다. 

행정기관이 일방적으로 탑을 쌓듯 설계하던 기존의 관료적 메커니즘에서 완전히 벗어나, 민생 현장에서 분출되는 날 것의 아이디어와 혁신적 대안을 전격 수용하겠다는 취지다. 

기본사회 정책에 관심을 둔 대한민국 국민이라면 누구나 제한 없이 공모에 참여할 수 있다. 

제안 스펙트럼 역시 넓고 정교하다. 소득·금융·경제를 아우르는 경제적 기본권부터 돌봄·의료·복지, 주거·교통·통신, 교육·문화·고용, 그리고 농촌의 생존을 다룬 농정·지속가능 분야까지 시민의 일상 전체를 관통하는 5대 핵심 영역이 공모의 대상이다.

접수된 제안은 실무부서의 1차 실행 가능성 타진을 시작으로 전문가들의 현미경 심사를 거치게 된다. 이에 더해 온라인 소통 플랫폼인 ‘국민생각함’을 통해 대중의 직관적인 선호도까지 종합적으로 반영해 공정성을 기한다. 

시는 오는 7월 중 최종 7건의 옥석을 가려내 아산시장 표창과 함께 총 600만 원의 시상금을 수여할 계획이다.

무엇보다 이번 공모가 이벤트성 행사로 그치지 않는 결정적 이유는 사후 관리 구조에 있다. 선정된 우수 과제들이 결재 서류로 봉인되는 것이 아니라, 오는 11월 수립되는 ‘아산형 기본사회 5개년 종합계획’의 중장기 추진 과제로 공식 반영될 예정이다. 

시민들의 창의적 발상이 시정의 미래 마스터플랜을 움직이는 실질적인 엔진이 되는 셈이다.

시 관계자는 전 국민의 창의적인 상상력이 아산시민의 내일을 바꾸는 정교한 정책으로 실현될 수 있도록 적극적인 동참을 기대한다고 전했다.
