대전과 충남의 통합추진이 본격화되면서 인근 충북도의 불안감이 커지고 있는 징후가 뚜렸하다. 

충북도는 6일 '충남·대전통합특별시 설치 및 경제·과학·국방 중심도시 조성을 위한 특별법안'에 충북의 자율성을 침해하는 조항이 포함돼 있다며 행정안전부에 삭제 및 수정을 요구하는 검토의견을 제출했다.

지난 2월 5일 한병도 의원이 대표 발의한 법안에는 '정부와 통합특별시장이 충북·세종과의 행정통합을 위해 노력해야 한다'는 조항이 명시돼 있다.

이에 대해 충북도는 "충북과의 사전 협의나 도민 의견수렴 절차 없이 타 시도의 통합법에 충북을 끌어들이는 것은 지방자치법상 주민 참여 원칙을 무시한 것"이라며 해당 조항의 즉각적인 삭제를 요청했다.

대전·충남 지역에 공공기관을 우선 이전하도록 규정한 조항에 대해서도 강력한 반대 의사를 표명했다.

이는 헌법상 지역 간 균형발전 원칙은 물론, 기존 '혁신도시 조성 및 발전에 관한 특별법'에 명시된 공공기관 지방이전 원칙과 배치된다는 게 도의 설명이다.

특히 특정 지역에만 혜택을 주는 입법은 지역 간 갈등을 유발하고 국가 전체의 균형 발전을 저해할 우려가 크다는 점을 강조했다.

충북도의 이같은 입장은 충분히 예상됐던 반응이다.

대전과 충남이 통합하면 중부권의 인구와 기업,예산이 통합광역단체로 더 쏠릴 가능성이 크고 청주와 충주,진천,음성의 기업과 인력이 자연스럽게 통합광역권으로 넘어갈 수 있다는 우려가 있어 사안을 엄중히 들여다 보고 있다는 반증이다.

대전과 충남의 통합이 충북의 입지를 축소시키는 계기가 될 수도 있다는 우려가 잠재되어 있는 양상이다.

아직 충북지역 정치권과 시민단체의 입장은 명확하게 한 목소리로 정리되기 보다는 우려와 조건부찬성,공론화 강조등이 혼합된 모습이다.

국민의 힘 충북도당은 최근 통합논의의 방향성에 대해서는 공감하지만 "충북의 이익보호와 공론화 과정이 보장되야 한다"라는 입장을 보인 정도가 표명됐다.

하지만 통합법안이 구체화되면서 충북 정치권과 시민단체, 자치단체등에서 보다 수위를 높여 충북의 이익을 지키려는 구체적 대응방안이 나오면서 충북의 권익이 충분히 반영되지 않을 경우 정면충돌도 예상된다. 

이에 따라 퉁합당사자인 대전과 충남은 인근 지역에 미칠 영향을 계산하면서 보다 신중한 행보와 면밀한 검토로 통합을 추진해야한다는 지적이다.

As the integration of Daejeon and South Chungcheong Province gains momentum, signs of growing anxiety in neighboring North Chungcheong Province are evident.

They emphasized that legislation that benefits only certain regions risks causing regional conflict and hindering balanced national development.

North Chungcheong Province's stance was fully expected.

There are concerns that if Daejeon and South Chungcheong merge, the population, businesses, and budget of the central region will likely be further concentrated in the integrated metropolitan area, and businesses and human resources from Cheongju, Chungju, Jincheon, and Eumseong could naturally migrate to the integrated metropolitan area.

There are also concerns that the merger of Daejeon and South Chungcheong could diminish North Chungcheong's position.

The positions of North Chungcheong's political circles and civic groups are not clearly unified, but rather a mixture of concerns, conditional approval, and an emphasis on public discussion.

The North Chungcheong Provincial Chapter of the People Power Party recently expressed its support for the direction of the integration discussions, but stated that "protection of North Chungcheong's interests and a process for public discussion must be guaranteed."

However, as the integration bill takes shape, North Chungcheong's political circles, civic groups, and local governments are stepping up their game and developing concrete countermeasures to protect the interests of North Chungcheong. If North Chungcheong's rights and interests are not adequately reflected, a direct conflict is expected.
