대전 혁신기업 ‘루센트블록’ 현장 방문… STO 시장 독식 꼼수 점검 

“규제 샌드박스 개척 기업이 토사구팽 당하는 시스템, 당장 바꿔야”

규제 샌드박스를 통해 불모지였던 시장을 개척한 혁신기업들이 정작 제도화 과정에서 공공기관의 세력 확장에 밀려 설 자리를 잃고 있다는 지적이 제기됐다. 

장철민 국회의원(더불어민주당, 대전동구)은 6일 대전의 대표적 혁신기업이자 토큰증권(STO) 장외거래 플랫폼 운영사인 ‘루센트블록’을 방문해 이 같은 현장의 고충을 청취하고 정책적 해법 마련에 나섰다.

이번 방문은 규제 샌드박스로 실증을 마친 민간 기업이 제도권 편입 과정에서 오히려 ‘공적 지위’를 앞세운 기관들에 밀려 인허가를 받지 못할 위기에 처한 상황을 점검하기 위해 이뤄졌다.

장 의원은 현장에서 “규제 샌드박스는 혁신 사업자가 실증을 통해 제도를 개선하고 시장에 안착하도록 돕는 제도”라며, “시장을 앞서 개척한 기업이 절차적 한계 때문에 좌절하는 것은 정부 정책의 취지를 정면으로 위반하는 시스템 실패”라고 강하게 비판했다.

특히 장 의원은 벤처·스타트업이 신성장 동력을 창출할 수 있는 환경 조성의 시급성을 강조했다. 

그는 “이재명 대통령이 강조한 ‘제3 벤처붐’ 시대를 열기 위해서는 공적 성격을 가진 기관들이 시장을 독식하려는 현 심사 구조부터 뜯어고쳐야 한다”며, “실질적으로 시장을 일궈온 혁신기업이 제도권 내에 안착할 수 있도록 불합리한 시스템을 즉시 개선해야 한다”고 목소리를 높였다.

이날 간담회에는 중소벤처기업부 관계자들도 동행해 규제 샌드박스 개척 기업들이 제도권 편입 과정에서 겪는 실질적인 애로사항을 함께 논의했다. 장 의원은 기업들이 기술력을 바탕으로 정당하게 경쟁하고 성장할 수 있는 합리적인 제도적 기반을 마련하는 데 의정 역량을 집중하겠다고 밝혔다.

이번 방문은 ‘장철민의 찾아가는 방문 간담회’의 일환으로 진행되었으며, 장 의원은 향후에도 현장 밀착형 의정 활동을 통해 지역 혁신 기업들의 ‘대변인’ 역할을 지속할 계획이다.

On the 6th, Rep. Jang Cheol-min (Democratic Party of Korea, Daejeon Dong-gu) visited Lucent Block, a leading innovative company in Daejeon and operator of an over-the-counter (OTC) token securities (STO) trading platform, to hear their grievances and develop policy solutions.

The visit was intended to examine the situation where private companies that have completed their regulatory sandbox trials are facing the risk of losing approvals and permits due to being overshadowed by institutions that prioritize their "public status" during the process of incorporating into the regulatory system.

Rep. Jang strongly criticized the regulatory sandbox, stating, "It's a system that helps innovative businesses improve the system through demonstration and establish themselves in the market." He added, "Companies that pioneered the market are frustrated by procedural limitations. This is a systemic failure that directly violates the intent of government policy."

Rep. Jang particularly emphasized the urgency of creating an environment where ventures and startups can create new growth engines.

He asserted, "To usher in the 'third venture boom' era emphasized by President Lee Jae-myung, we must first overhaul the current review structure, which allows public institutions to monopolize the market." He added, "We must immediately reform this unreasonable system so that innovative companies that have actually pioneered the market can establish themselves within the system."

Officials from the Ministry of SMEs and Startups also attended the meeting and discussed the practical difficulties faced by companies pioneering the regulatory sandbox in the process of becoming incorporated into the system. Rep. Jang stated that he would focus his legislative efforts on establishing a reasonable institutional foundation that allows companies to compete and grow fairly based on their technological prowess.

This visit was part of Jang Cheol-min's "Visiting Meetings," and Rep. Jang plans to continue serving as a "spokesperson" for local innovative companies through on-site, hands-on legislative activities.
