“국민의힘 대전시당은 대전·충남 주민의 진짜 미래를 위해 싸우겠다”

국민의힘 대전시당 이은권 위원장이 지난 30일 더불어민주당의 ‘충남대전통합특별법’ 발의안을 강하게 비판하며 “재정자립 없는 행정통합은 거짓말”이라고 공개 반발하고 나섰다.

이은권 위원장은 31일 자신의 페이스북에 글을 올리고 민주당 법안에 대해 “대전시민과 충남도민을 기만하는 공수표”라며 “6월 지방선거를 겨냥한 선거용 쇼 아니냐”고 지적했다. 

그는 “법안 내용을 보면 분노를 넘어 허탈함마저 느낀다”며 “대전·충남 주민을 위한 법이 아니라 정치 이벤트용 법안”이라고 비판 수위를 높였다.

이 위원장은 통합특별시 재정 구조를 핵심 쟁점으로 꼽으며 민주당 안의 한계를 집중 부각했다. 

그는 국민의힘 안이 양도소득세 100%, 법인세 50%, 부가가치세 5%를 통합특별시에 교부하도록 법에 명시해 10년간 88조 원대 재원을 보장했다고 설명하면서, 이를 “진짜 재정 자립의 길”이라고 규정했다. 

반면 민주당 안에 대해선 “국가가 지원할 수 있다”는 임의 규정만 반복된다며 “할 수 있다는 말은 안 할 수도 있다는 뜻”이라고 꼬집었다. 

그는 “특례가 288개라고 자랑하지만 ‘할 수 있다’, ‘노력한다’, ‘우선 고려한다’는 재량 조항이 대부분”이라며 “숫자만 부풀린 겉치레”라고 평가절하했다.

이은권 위원장은 민주당이 내세운 ‘경제과학국방중심도시’ 구상도 “실체 없는 구호”라고 규정했다. 

그는 방산기업 유치를 위한 세제·입지 인센티브와 같은 구체적 장치가 빠져 있다며, “국가가 우선 지원해야 한다는 선언적 문구만으로 기업이 움직이겠느냐”고 반문했다. 

또 국민의힘 안에는 우주·AI·드론·반도체·로봇 등을 국가첨단전략산업 기본계획에 의무적으로 포함하고 재정지원을 법제화하는 내용이 담겨 있다며, “민주당식 ‘할 수 있다’는 공염불과는 차원이 다르다”고 강조했다.

광역교통망과 관련해선 국민의힘 법안이 광역철도에 국비 100% 지원을 명시해 통합의 최대 난제를 국가 책임으로 풀겠다는 의지를 보인 반면, 민주당 법안은 “재정지원을 할 수 있다” 수준에 그쳐 비율·의무 규정이 없다고 지적했다. 

그는 성일종 의원의 발언을 인용해 “민주당 법안은 중앙정부에 돈 좀 더 달라고 엎드려 구걸하는 내용”이라며 “이 표현이 정확하다”고 했다.

재정·투자 심사 절차에 대해서도 이 위원장은 양당 법안을 비교했다.

그는 “구체적 재원 확보 방안 없이 특별시를 운영하겠다는 것은 또다시 중앙정부 눈치만 보는 ‘구걸 행정’으로 전락하겠다는 선언”이라고 했다.

이은권 위원장은 대전·충남 통합을 “백년대계”라 규정하며, 선거를 겨냥한 속도전에 경고를 보냈다. 

그는 “대전·충남 통합은 선거용 쇼가 아니라 지역의 미래를 좌우할 구조적 선택”이라며 “국민의힘 대전시당은 대전·충남 주민의 진짜 미래를 위해 싸우겠다”고 밝혔다.
