이장우 대전광역시장이 16일 정부가 발표한 대전·충남 행정통합 지원 방안에 대해 “기대에 상당히 못 미치는 매우 미흡한 수준”이라며 정면 비판하고 나섰다. 

특히 이 시장은 정부의 이번 발표가 이재명 대통령의 강력한 지방분권 의지를 중앙 부처 관료들이 ‘방어 심리’로 축소시킨 결과라며, 실질적인 재정권과 자치권 이양을 위한 특별법 명문화를 강력히 촉구했다.

이 시장은 이날 기자회견에서 가장 먼저 재정 지원의 불확실성과 규모의 협소함을 지적했다. 

이 시장은 "대전과 충남이 6개월간 공들여 만든 법안에는 양도소득세 100% 이양, 법인세 50% 이양 등을 통해 연간 최소 8조 8774억 원의 추가 재정 확보안이 담겨 있다"며 "정부가 발표한 연간 5조 원, 그것도 4년간 한시 지원한다는 내용은 지방정부의 독자적 경영을 가능케 하기에는 턱없이 부족하다"고 일갈했다.

특히 "정부가 말하는 20조 원 안에 공공기관 이전 비용 등이 포함된 것인지도 불명확하다"며 "우리가 요구하는 것은 특별법 안에 재정권을 명문화하여 10년, 20년 지속 가능한 세수 확보 체계를 만드는 것"이라고 강조했다.

위상 강화 측면에서 서울특별시에 준하는 지위를 부여하겠다는 정부 방침에 대해서는 방향성에 동의하면서도, 구체적인 실행 방안의 부재를 꼬집었다.

이 시장은 "현재 소방본부처럼 예산은 지방이 대고 지휘는 국가가 하는 이중적 구조를 근본적으로 수술해야 한다"며 차관급 부시장 4명에 대한 독자적 인사권 ,기획조정실장 임용권의 지방 이양 ,자치경찰제에 대한 실질적 조직·인사권 독립 등을 구체적인 요구사항으로 제시했다. 

또한 "행안부 출신 관료들이 잠시 머물다 가는 구조로는 통합시의 발전을 담보할 수 없다"고 덧붙였다.

이 시장은 지역 현안 해결의 최대 걸림돌인 '예비타당성 조사(예타)' 면제 조항이 빠진 것에 대해서도 강한 유감을 표했다. 

"500억 이상 사업에 묶여 물가와 지가가 오르는 사이 사업이 2~3년씩 지연되는 악순환을 끊어야 한다"며 "통합특별시 출범 후 10년 동안은 과감하게 예타를 면제하는 결단이 필요하다"고 주장했다.

아울러 대전지방노동청, 환경청, 국토관리청 등 특별지방행정기관의 업무를 지방정부로 대폭 이양할 것을 요구하며 "하천 준설이나 파크골프장 하나 만드는 것까지 중앙 부처와 상의해야 하는 비합리적인 구조를 이번 기회에 정리해야 한다"고 말했다.

이 시장은 이번 정부 발표가 미흡한 원인을 '중앙 부처 관료들의 저항'으로 규정했다. 

그는 "대통령이 아무리 과감한 이양을 지시해도 기재부나 행안부 공무원들이 기득권을 놓지 않으려 방어하고 있다"며 "대통령께서 관료들에 휘둘리지 말고 강력한 의지로 제대로 된 지방분권을 보여주셔야 한다"고 호소했다.

향후 계획과 관련해서는 "정부 법안이 우리 요구에 계속 미치지 못하고 시·도민들이 반대한다면 행안부 장관에게 주민투표를 요구할 수도 있다"며 배수진을 쳤다. 

다만 "앞으로 구성될 재정지원 TF 등을 통해 우리의 의지를 확실히 전달하고, 필요하다면 대통령을 직접 만나거나 친전을 통해서라도 결단을 촉구하겠다"고 밝혔다.
