충남도의회가 지역의 최대 현안 중 하나인 ‘홍성·예산 행정통합’을 공론화하며 지방소멸 위기 돌파를 위한 본격적인 행보에 나섰다.

충남도의회는 13일 의회사무처 회의실에서 이상근 의원(홍성1·국민의힘) 주관으로 ‘홍성·예산 행정통합 추진 방안 모색을 위한 의정토론회’를 개최했다. 

이번 토론회는 도청 소재지인 내포신도시를 두 군(郡)이 나누어 관리하며 발생하는 행정 비효율을 해소하고, 인구 감소에 따른 지역 소멸 위기를 극복하기 위한 대안을 찾기 위해 마련됐다.

발제를 맡은 이재일 지방자치정책연구센터장은 현재 내포신도시의 이원화된 행정 체계가 지역 성장을 가로막고 있다고 직격했다. 이 센터장은 "홍성·예산 통합은 단순히 지도를 다시 그리는 작업이 아니라, 두 지역이 공멸을 피하기 위한 전략적 생존 카드"라고 정의하며, 주민 수용성을 확보하기 위한 사전 합의 과정이 성패를 결정할 것이라고 분석했다.

이어진 지정토론에서는 행정통합의 현실적인 과제들이 쏟아졌다.

손영진 대전·충남 행정통합 실무준비단장은 현재 추진 중인 광역 단위 통합 사례를 언급하며 "명확한 미래 비전 제시와 단계적 접근이 주민 설득의 핵심"이라고 조언했다.

고승희 충남연구원 실장은 역사적 정체성 차이와 통합 청사 위치 선정 등 민감한 쟁점을 짚으며, 제도적인 안전장치와 공론화 과정이 반드시 선행되어야 한다고 강조했다.

주민 대표로 참석한 토론자들은 '속도'보다는 '공감'을 주문했다. 

명근영 홍성군 학교운영위원장협의회장은 주민들에 대한 충분한 설명과 신뢰 구축을 우선순위로 꼽았으며, 이종광 홍북읍 이장협의회장은 생활 현장에서 느끼는 주민들의 기대와 우려를 가감 없이 전달했다.

좌장을 맡은 이상근 의원은 마무리 발언을 통해 강한 추진 의지를 내비쳤다. 이 의원은 “행정통합은 선택이 아닌 지역 생존을 위한 필수 과제”라고 강조하며, “내포신도시를 정상화하고 충남의 거점으로 키우기 위해 오늘 나온 제언들을 바탕으로 주민 공감대를 넓히고 정책적 검토를 이어가겠다”고 밝혔다.
