대전 동구 장철민 국회의원이 ‘대전 웹툰 IP 첨단 클러스터’ 조성을 위한 설계 예산 6억 원을 확보했다. 대전시가 오랜 기간 국비 확보에 난항을 겪으며 사업이 흐지부지될 위험에서, 마중물 역할을 할 귀중한 예산이 마침내 확보된 것이다. 

 

이 사업은 중동 51-16 일원(현 공영주차장 부지)에 총사업비 399억 원을 투입해 지하 1층~지상 4층(연면적 4,909㎡) 규모의 웹툰 복합 시설을 조성한다.

 

이곳에는 2028년까지 웹툰 기업 및 작가 입주 공간, 기술지원실, 교육실 등이 들어설 예정이다. 단순 창작 지원을 넘어서, 웹툰의 기획 → 제작 → 유통 → 사업화까지 가능한 생태계 거점을 구축하는 출발선이기도 하다. 

 

문체부는 이 사업을 ‘K-콘텐츠’ 육성정책과 지역 균형발전 전략의 핵심사업으로 평가하고 있다. 이재명 정부가 웹툰·방송영상·OTT콘텐츠 등 K-콘텐츠 산업을 핵심 국정과제로 제시한 점도 긍정적인 요인으로 꼽힌다.

웹툰 산업은 대전의 도시적 특성과 잘 맞아떨어진다는 점이 주목된다. 우선 충청권은 웹툰 인재풀이 두텁다. 대전에만 대전·대덕·목원·배재대 4개 대학에 웹툰학과 재학생이 600명을 넘고, 충청권 16개 대학에서 매년 1천여 명의 웹툰 관련 졸업생이 배출된다. 

 

권역별 신입생 수로 보면 수도권(1142명)에 이어 충청권이 939명으로 두 번째로 많다. 웹툰 클러스터는 침체된 대전 원도심에 청년과 기업을 유입시켜 경제 활력을 불어넣는 K-콘텐츠의 핵심 거점이 될 것이다.
