인구 절벽과 지역 소멸이 국가적 화두로 떠오른 가운데, 글로벌 부동산 네트워크와 지역 공동체 전문기관이 손을 맞잡았다. 거점 도시의 성장 한계를 넘어 도농이 함께 살아가는 ‘K-글로벌시티’ 모델을 제시하겠다는 구상이다.

세계부동산연맹 한국대표부(회장 지태용)와 사단법인 도시공동체본부(UCC, 이사장 이가희)는 4일 세종 지식재산센터에서 ‘K-글로벌시티 조성 및 ESG 기반 도시혁신을 위한 업무협약’을 체결했다. 

이번 협약은 도시·농촌 간 상생 전략을 중심으로, 글로벌 투자 네트워크와 현장 실행력을 결합한 지속가능한 도시생태계 조성을 목표로 한다.

협약은 말 그대로 ‘도시의 하드웨어와 소프트웨어의 결합’으로 평가된다. 세계부동산연맹은 70여 개국 회원사를 보유한 국제 부동산 조직으로, 도시개발 및 투자 자문 역량을 제공한다. 

반면 UCC는 지역공동체 회복과 ESG 교육, 도농 상생 네트워크 구축 등 현장 기반의 활동을 이어온 단체다. 두 조직은 각자의 강점을 살려 개발과 참여가 균형을 이루는 도시 혁신 모델을 추진할 계획이다.

협업의 주요 방향은 △도시·농촌 상생 사업 및 지역 일자리 창출 △ESG 도시경영 모델 개발 △AI·IoT 기술을 적용한 스마트시티 솔루션 구축 등이다. 

이와 함께 세계 각국의 도시혁신 사례를 벤치마킹하고, 한국의 도시재생 경험을 해외에 공유하는 ‘쌍방향 글로벌 교류 플랫폼’ 구축도 포함됐다.

지태용 회장은 “K-글로벌시티는 도시 소멸 위기를 극복하기 위한 실질적 대안이자, 전 세계가 주목할 도시개발의 새로운 표준이 될 것”이라고 밝혔다. 

이에 이가희 이사장은 “도시의 성공은 건물이 아닌 사람에게서 시작된다”며 “공동체 회복과 생활 기반의 자립적 도시 모델로 지역이 다시 살아나도록 힘을 모으겠다”고 말했다.

양 기관은 협약 직후 공동 실무협의회를 구성하고, 지역별 시범사업 및 중장기 로드맵 수립에 착수할 예정이다. 세종에서 출발한 K-글로벌시티 프로젝트가 전국의 인구감소 지역으로 확산될지 주목된다.

With population decline and regional extinction emerging as national concerns, a global real estate network and a specialized local community organization have joined forces. The plan is to overcome the growth limitations of hub cities and present a "K-Global City" model where urban and rural communities coexist.

World Real Estate Federation Korea Office (Chairman Ji Tae-yong) and the Urban Community Headquarters (UCC, Chairwoman Lee Ga-hee) signed a "Business Agreement for the Creation of K-Global Cities and ESG-Based Urban Innovation" at the Sejong Intellectual Property Center on the 4th.

This agreement focuses on a strategy for coexistence between urban and rural communities, aiming to create a sustainable urban ecosystem by combining a global investment network with on-site implementation capabilities.

The agreement is literally described as "the combination of urban hardware and software." The World Real Estate Federation (WCF) is an international real estate organization with member firms in over 70 countries, providing urban development and investment advisory capabilities.

On the other hand, UCC has been actively engaged in field-based activities such as community revitalization, ESG education, and the establishment of urban-rural coexistence networks. Both organizations plan to leverage their respective strengths to promote an urban innovation model that balances development and participation.

The key areas of collaboration include: urban-rural coexistence projects and local job creation; the development of an ESG urban management model; and the development of smart city solutions utilizing AI and IoT technologies.

Furthermore, the initiative includes the establishment of a "two-way global exchange platform" to benchmark urban innovation practices from around the world and share Korea's urban regeneration experience with the world.

Chairman Ji Tae-yong stated, "K-Global City is a practical solution to overcome the urban extinction crisis and will become a new standard for urban development that will draw global attention."

In response, Chairman Lee Ga-hee stated, "A city's success begins with its people, not its buildings. We will join forces to revitalize the region through community restoration and a self-reliant urban model based on daily life."

Immediately after signing the agreement, the two organizations will form a joint working group and begin developing regional pilot projects and a mid- to long-term roadmap. It remains to be seen whether the K-Global City project, which originated in Sejong, will expand to regions experiencing population decline nationwide.
