충남도가 향후 5년간 외국인 인재 10만 명 이상을 추가 유치해 2030년 정주 외국인 30만 명 시대를 연다는 비전을 제시했다. 

2일 도청 문예회관에서 열린 ‘충남 외국인 정책 비전 선포식’에서 김태흠 도지사는 ‘세계를 품고, 미래로 도약하는 글로벌 충남’을 외국인 정책의 목표로 선포하며 적극적인 실행 계획을 밝혔다.​

비전에는 △산업·농업·교육 분야 인재 10만 명 신규 유치 △외국인 자녀 출생 3만 명 목표 △외국인 주민 국적 취득 비율 전국 1위 달성 △전국 최초 AI 기반 종합 행정 체계 구축 등이 포함됐다. 

이를 수행하기 위한 16개 추진 과제를 수립해 해외 직업훈련 연계 글로벌 인재 루트 구축, 이공계 특화 외국인 유학생 유치, 장기 훈련 프로그램 운영, 국적 취득 및 정착 원스톱센터 설치, 외국인 가족 돌봄·교육 허브 구축, AI 기반 체류·정착 데이터 시스템 구축, 외국인 인권 옴부즈맨 제도 운영 등 다양한 정책이 추진된다.​

김태흠 지사는 “그동안 한국 외국인 정책은 일시 체류하는 근로자와 유학생 중심으로 ‘코리안드림’을 구현할 환경이 부족했다”며 “충남은 정부에 현행 제도 개선을 강력히 요구하고, 지역 주도의 국적 취득과 장기 거주 지원 정책을 펼칠 것”이라고 강조했다. 

이어 “충남형 광역비자 도입, 이민청 유치, 천안 출입국·외국인사무소 승격, 국적드림사업 등 다각적 노력을 다해 ‘글로벌 충남’을 실현하겠다”고 덧붙였다.​

한편, 2024년 11월 1일 기준 충남 도내 외국인 주민 수는 16만 9245명으로 전국에서 세 번째로 많으며, 도민 대비 외국인 주민 비율 7.6%는 전국 1위다.​

South Chungcheong Province has unveiled a vision to attract over 100,000 additional foreign talent over the next five years, ushering in an era of 300,000 permanent foreign residents by 2030.

At the "Chungcheongnam-do Foreigner Policy Vision Declaration Ceremony" held at the Arts Center of the Provincial Office on the 2nd, Governor Kim Tae-heum declared "Global Chungcheongnam-do: Embracing the World and Leaping Forward" as the goal of its foreigner policy and announced an aggressive implementation plan.

The vision includes attracting 100,000 new talent in the fields of industry, agriculture, and education; achieving a target of 30,000 births of children born to foreigners; achieving the highest rate of citizenship acquisition among foreign residents; and establishing the nation's first AI-based comprehensive administrative system.

To achieve this, 16 initiatives have been established, including establishing a global talent pipeline linked to overseas vocational training, attracting international students specializing in science and engineering, operating long-term training programs, establishing a one-stop center for citizenship acquisition and settlement, establishing a hub for care and education for foreign family members, establishing an AI-based residency and settlement data system, and operating a human rights ombudsman system for foreigners.

Governor Kim Tae-heum stated, "Until now, Korea's foreign policy has focused on temporary workers and international students, lacking an environment conducive to realizing the 'Korean Dream.'" He emphasized, "South Chungcheong Province will strongly urge the government to improve the current system and implement regionally-led citizenship acquisition and long-term residency support policies."

He added, "We will make multifaceted efforts to realize 'Global Chungnam' through initiatives such as introducing a Chungnam-specific regional visa system, attracting the Immigration Office, upgrading the Cheonan Immigration Office and Foreigner Office, and implementing the Nationality Dream Project."

Meanwhile, as of November 1, 2024, the number of foreign residents in Chungnam Province reached 169,245, the third-highest in the country. The ratio of foreign residents to the total population, at 7.6%, is the highest in the country.
