대전 동구의회 행정사무감사 특별위원회(위원장 강정규)은 2일 도시주택국 소관 업무에 대한 감사를 통해 도시재생사업 운영 실태와 인허가 정보 공유, 장기 방치된 재개발·재건축 조합 문제 등 주요 현안을 집중 점검했다.

강정규 의원은 “동구의 인구 감소가 심각해 소멸 위험지역에 포함됐다”고 지적하며 “정주여건 개선을 위한 국·과장급의 적극적인 정책 관심과 실효성 있는 대책 마련”을 촉구했다. 

또한 건축과 감사에서는 “혐오시설 등 인허가 관련 정보가 지역구 의원에게 조기에 공유되지 않은 문제”를 짚으며 “시설 설치 조짐이 보이면 즉시 정보 제공이 필요하다”고 강조했다.

성용순 의원은 동구 도시재생사업 3개 지역 운영 현황을 점검하며 가오지구 도시락·일자리 사업, 대동지구 카페·분식점 운영 등이 시도되나 수익성·지속성 부족으로 안정적 운영이 어렵다고 말했다. 이어 “도시재생은 단순 인프라 정비를 넘어 자립형 수익사업이 필요하다”고 밝혔다.

이지현 의원은 “도시재생사업 추진실적평가에서 동구가 일반근린형에서 ‘매우 미흡’ 평가를 받았다”며 “재평가 절차가 제대로 진행되었는지 질의하고 행정 절차 누락 가능성”을 문제 삼았다. 또한 “내년 평가에서는 등급 개선을 위해 철저한 사업 관리와 대응을 주문”했다.

이재규 의원은 “도시재생 관련 연구용역 비용 집행은 많으나 실제 사업 성과는 미흡하다”고 지적하며, “도시재생센터 위탁기관은 초기부터 선제적 지도점검을 해야 한다”고 강조했다.

김영희 의원은 “장기 방치된 일부 아파트 재개발·재건축 조합의 해산 문제”를 언급하며, “조합장 사망 등으로 오랫동안 방치된 사례가 확인됐다”고 밝혔다. 이어 “공동주택과에서 정기적으로 조합 청산 및 해산 여부를 점검하고 체계적인 관리체계를 마련해야 한다”고 촉구했다.
