충남 태안군의회가 최근 정례회에서 내년도 추가경정예산과 보편적 아동복지 강화를 핵심으로 한 조례‧예산 심사를 진행하며 군 재정과 복지정책에 큰 변화를 예고했다.​

지난 11월 25일  제316회 제2차 정례회를 개회한 태안군 의회가 2일 제2차 본회의를 열어 각 상임위원회와 특별위원회에서 올라온 안건을 의결했다. 

이날 본회의에서는 조례심사특별위원회가 심사한 각종 조례안과 예산결산특별위원회 심의를 거친 2025년도 제4회 추가경정 예산안, 기금운용 계획안, 동의안 등이 처리됐다.​

11월 26일 열린 조례심사특별위원회(위원장 김기두)에는 의원 발의 조례 5건을 포함해 총 19건의 조례안이 상정됐다. 이 가운데 16건은 원안가결, 2건은 수정가결됐으며, 1건은 본회의에 부의하지 않기로 결정해 안건별로 세부 판단을 내렸다.​

특히 지난 회기에서 미처리됐던 태안군 아이더드림수당 지원에 관한 조례안이 이번에 수정가결되며 의회 문턱을 넘었다. 

조례 개정안은 아동에 대한 차별 없는 지원을 위해 수당 지급 대상을 기존 만 3~11세에서 18세까지로 넓혀, 중·고등학생까지 지원하는 내용을 담고 있어 학령기 가정의 교육비 부담 완화와 보편적 아동복지 실현에 기여할 것으로 의회는 보고 있다.​

의회는 보편적 아동수당 체계 구축을 단순한 복지 확대를 넘어 인구 감소 위기에 대응하는 핵심 인구정책이자 교육복지 균형발전 전략으로 평가했다. 동시에 확대된 지급 대상이 현장에서 차질 없이 작동할 수 있도록 예산 확보와 제도 보완을 철저히 하라는 주문을 집행부에 전달했다.​

예산결산특별위원회(위원장 김진권)는 11월 27일부터 사흘간 2025년도 제4회 추가경정 예산안을 심사했다. 

이번 추경은 기존 예산보다 약 122억 원이 늘어난 8199억 원 규모로 편성됐으며, 심사 과정에서 지방비 부담이 수반되지 않는 국고보조사업 예산 4억 8천만 원을 삭감하는 것으로 수정 의결해 재정 운용의 효율성을 강조했다.​

태안군의회는 12월 3일부터 10일까지 진행되는 2026년도 본예산 심사에서 군 재정의 건전성과 책임성을 최우선 원칙으로 삼겠다는 방침이다.

Taean County Council Holds Second Plenary Session of 316th Regular Session to Deliberate Budget

The Taean County Council in South Chungcheong Province recently held a regular session to review ordinances and budgets, focusing on next year's supplementary budget and strengthening universal child welfare, signaling significant changes to the county's finances and welfare policies.

The Taean County Council, which convened the second regular session of its 316th session on November 25th, held its second plenary session on November 2nd to deliberate on agenda items submitted by standing and special committees.

The plenary session included various ordinances reviewed by the Ordinance Review Special Committee, as well as the 2025 Fourth Supplementary Budget, Fund Management Plan, and other motions approved by the Budget and Settlement Special Committee.

The Ordinance Review Special Committee (Chairman Kim Ki-doo) convened on November 26th and submitted a total of 19 ordinance proposals, including five proposed by council members. Of these, 16 were passed as originally proposed, two were approved with amendments, and one was not submitted to the plenary session, allowing for detailed decisions on each agenda item.

Notably, the Taean County Child Dream Allowance Ordinance, which was pending in the previous session, passed with amendments this time, clearing the council's threshold.

The revised ordinance expands the eligibility for the allowance from ages 3-11 to 18, extending it to middle and high school students, ensuring equal support for all children. The council believes this will alleviate the burden of education costs on school-age families and contribute to the realization of universal child welfare.

The council evaluated the establishment of a universal child allowance system as a key population policy to address the population decline crisis and a balanced development strategy for education and welfare, going beyond simple welfare expansion. At the same time, the executive branch was urged to thoroughly secure the budget and improve the system to ensure the expanded payment scope can operate smoothly on site.

The Special Committee on Budget and Settlement (Chairman Kim Jin-kwon) reviewed the fourth supplementary budget for 2025 for three days, starting on November 27th.

This supplementary budget was compiled at 819.9 billion won, an increase of approximately 12.2 billion won from the previous budget. During the review process, the council approved a reduction of 480 million won from national subsidy projects that do not involve local government expenditures, emphasizing the efficiency of financial management.

Taean County Council plans to prioritize the soundness and accountability of county finances during the 2026 budget review, which will be held from December 3rd to 10th.
