대전시의회 행정자치위원회가 2일 의회 3층 소통실에서 ‘대전형 통합돌봄 추진방향 모색 정책토론회’를 열고, 내년 시행을 앞둔 통합돌봄 제도의 지역 모델과 실행 과제를 집중 논의했다. 

이번 토론회는 안경자 의원(국민의힘, 비례대표)의 주재로 마련됐다.

오는 2025년 3월 시행 예정인 의료‧요양 등 지역 돌봄의 통합지원에 관한 법률에 대비해 열린 이번 논의는, 지역의 실정에 맞는 대전형 통합돌봄 체계를 마련하기 위한 실질적 대안을 모색하는 데 초점을 뒀다.

주제발표를 맡은 장숙랑 중앙대학교 간호학과 교수는 의료, 요양, 복지 서비스가 단계별로 단절되지 않도록 연속적·통합적 케어체계를 구축해야 한다고 강조하며, 이를 지원할 전문인력 양성과 전달체계 정비의 필요성을 제시했다. 

이어 김기숙 광주광역시 돌봄정책과 주무관은 ‘광주다움’ 사례를 통해 사각지대 해소와 현장 중심 서비스 확충의 정책 경험을 공유했다.

지정토론에서는 여섯 명의 패널이 각자의 현장 경험을 바탕으로 대전형 모델의 구체적인 방향과 실행 전략을 제시했다.

국민건강보험공단 김숙희 팀장은 “지자체와 공단이 데이터를 공유하고 위험군을 공동 탐지하는 협력구조가 핵심”이라고 했으며, 요나의집 김정태 원장은 전담조직 설치와 전문 인력 확충의 시급성을 강조했다.

대전사회서비스원 박란이 부장은 “틈새서비스 구축과 돌봄기금 조성 같은 상시 대응체계가 필요하다”며, 통합돌봄의 지역 브랜드화와 중간지원기능 강화가 중요하다고 제안했다.

민들레의료복지사회적협동조합 송직근 본부장은 “주민참여가 제도적으로 보장돼야 지속가능한 통합돌봄이 가능하다”고 지적하며, 마을조직을 돌봄 중심 조직으로 전환할 필요성을 언급했다.

대전대학교 윤경아 교수는 통합돌봄의 품질 확보를 위해 “표준화된 교육·훈련체계 마련이 필수”라고 지적했고, 대전시 수현 지역복지팀장은 시의 추진 현황을 소개하며 “법 시행에 맞춘 제도 정비와 행정-민간 협력 강화가 중요하다”고 덧붙였다.

좌장을 맡은 안경자 의원은 “통합돌봄의 핵심은 제도가 아니라 현장의 실행력”이라며 “오늘 논의된 의견을 바탕으로 시민이 살던 곳에서 존엄한 삶을 이어갈 수 있도록 의회 차원의 지원을 아끼지 않겠다”고 밝혔다.
