국립공주대학교와 충남대학교의 통합 추진을 둘러싼 지역사회의 반발이 본격화되고 있다. 공주시의회와 시민단체가 주도하는 반대 움직임이 확산되면서, 통합 추진 일정에도 변수로 작용할 가능성이 커졌다.

23일 공주시 행복누림청소년수련관에서는 ‘공주대–충남대 통합반대 범시민연대’ 발대식 및 결의식이 열렸다. 지역 내 90여 개 시민·사회단체가 참여한 연대는 정부와 교육부, 국회를 상대로 한 대응 활동과 시민 서명운동, 규탄 집회 등을 단계적으로 추진하기로 했다.

범시민연대는 결의문을 통해 “공주대는 지역 정체성과 균형발전의 상징”이라며 “지역민의 동의 없는 졸속 통합은 결코 받아들일 수 없다”고 강조했다. 

이어 “73년의 역사를 가진 공주대는 지역의 핵심 교육·문화 기관으로, 일방적인 통합은 지역경제와 인구 구조 전반에 부정적 영향을 줄 것”이라며 시민 참여 확산을 호소했다.

공주시의회 역시 대응 수위를 높이고 있다. 

공주시의회는 제262회 정례회에서 ‘통합 반대 특별위원회’를 구성하고, 교육부 방문과 시민 공청회 개최 등 실질적인 대응책을 준비 중이다. 임달희 의장은 “공주대의 정체성과 가치를 지키기 위해 시민과 끝까지 함께하겠다”고 밝혔다.

시민들 사이에서도 우려의 목소리가 거세다. 

공주 원도심에서 상점을 운영하는 한 시민은 “공주대는 지역 사회를 떠받치는 큰 축인데, 통합이 진행되면 인구와 상권 모두 위축될 것”이라고 말했다. 

통합을 반대하는 공주시민들은 “통합이 아닌 공주대의 자율 발전 방안을 정부가 먼저 제시해야 한다”고 주장하고 있다.

한편 대학본부와 정부는 ‘글로컬대학’ 본지정을 바탕으로 2028년 통합대학 출범을 목표로 일정에 속도를 내고 있으나, 지역 반대 여론이 커지면서 향후 추진 방향에도 영향이 불가피할 전망이다.
