대전 나노반도체 국가산단 조성이 멈춰 서면서 시름이 깊어지고 있다. 

예비타당성조사에서 9.7%의 수요만 인정받으며 사업은 출발선에서 막혔다. 계획 단계부터 자신감 넘치던 모습은 온데간데없다. “기업 수요를 300% 확보했다”는 대전시의 설명은 결과적으로 현실과 동떨어진 낙관에 불과했다.

이 사태의 본질은 행정의 신뢰 문제다. 

부정확한 데이터와 근거를 기준으로 ‘될 것이다’는 믿음만으로 추진한 산단 계획은 산업 전략이 아닌, 정치 일정에 맞춘 선언에 가까웠다는 지적이다.

이대로라면 ‘대전형 반도체산단’은 또 하나의 허상으로 남을 숫 있다는 정치권의 우려기 제기되고 있는 이유다.

그럼에도 대전이 가진 가능성은 여전히 크다. 

지난 14일 장철민 국회의원의 주관으로 열린 ‘대전 나노반도체산단 어떻게 만들어 낼 것인가’ 토론회에서 기업과 학계, 정부 관계자들이 한목소리로 대전의 잠재력을 확인했다. 

이날 토론회에서 대전은 연구역량과 인재, 인프라를 모두 갖춘 도시다. 방향만 바로 세운다면 반도체 산업의 실험 도시로 거듭날 수 있다는 발언은 가능성을 열어둔 발언으로 보인다.

토론회에 참석한 SK하이닉스 관계자가 “정부가 얼마나 과감하고 혁신적으로 지원하느냐가 성패를 가른다”고 말했지만, 이는 지방정부에도 그대로 적용되는 이야기다.

대전은 ‘준비가 안 된 도시’가 아니다. 

다만 행정이 산업적 논리와 기업 현실을 제대로 읽지 못하고 있을 뿐이다. 지금 필요한 것은 정치적 선언이 아니라 실행력 있는 전략이다. 대전의 정체성과 강점을 살려 팹리스·장비기업 중심의 연구개발형 생태계로 재설계하고, 정부 협력을 이끌 구체적 설계도를 제시해야 한다.

반도체산단 추진은 단순한 지역 개발사업이 아니다. 

대전의 산업 구조를 새로 세우고 미래 먹거리를 확보하는 일이다. 대전이 대한민국 기술혁신의 중심으로 다시 서기 위해선 책임 있는 행정과 실효성 있는 협력이 전제돼야 한다. 

더 이상 탁상행정과 미흡한 준비로 발목을 잡혀서는 안 된다. 지금 대전이 보여줘야 할 것은 말이 아니라 결과다.

정치권도 정파를 떠나 대전이라는 공동체 안에서 하나된 목소리로 대전시정에 대한 신뢰와 함께 공동의 보조를 맞춰 나가야 한다.

An SK Hynix official who attended the forum remarked, "Success or failure hinges on the government's bold and innovative support," a sentiment that applies equally to local governments.

Daejeon is not an "unprepared city."

It's simply that the administration is failing to properly understand industrial logic and the realities of business. What's needed now is not a political declaration, but an executable strategy. Daejeon must leverage its identity and strengths to redesign itself into an R&D-focused ecosystem centered on fabless and equipment companies, and present a concrete blueprint to foster government cooperation.

The semiconductor industrial complex project is not simply a regional development project.

The challenge lies in rebuilding Daejeon's industrial structure and securing future growth. For Daejeon to once again become a center of technological innovation in Korea, responsible administration and effective cooperation are prerequisites.

We must no longer be held back by desk-bound administration and inadequate preparation. What Daejeon needs to demonstrate now is not words, but results.

Political circles must also transcend party lines and, within the Daejeon community, unite with a unified voice, building trust in the city's governance and working together.
