법 개정 한계 뛰어넘은 복지행정 혁신…

국민연금 납부예외자 지원 모델 호평

대전 중구(구청장 김제선)가 현장 중심의 복지행정 혁신으로 ‘2025 참좋은 지방자치 정책대회’에서 최우수상을 수상했다고 9일 밝혔다.

대전 중구에 따르면 지난 7일 국회 사랑재에서 열린 이번 대회에서 ‘국민연금 납부예외자 지원’ 정책을 주제로 발표해 높은 평가를 받았다.

참좋은지방정부협의회가 주관한 이번 대회는 전국 지방자치단체의 우수 정책을 공유하고 정책 교류를 강화하기 위해 마련된 행사로, 올해는 전국 48개 기초자치단체가 참여해 지역별 혁신 사례를 발표했다.

중구가 추진한 ‘국민연금 납부예외자 지원’ 정책은 경제적 사유로 연금 납부를 중단한 주민이 다시 연금 납부를 이어갈 수 있도록 돕는 전국 최초의 협력 모델이다. 법 개정 없이 제도적 한계를 극복하고 지자체·공공기관·금융기관이 협력해 복지 사각지대를 해소한 점이 주목받았다.

행정적으로 직접 지원이 어려운 제도적 한계를 넘기 위해 중구는 국민연금공단과 하나은행이 참여하는 민·관 협력체계를 구축했다. 

국민연금공단은 납부예외자에게 맞춤형 정보를 제공하고, 하나은행은 납부예외자 전용 금융상품을 개발했으며, 중구는 해당 상품 이용자에게 이자를 지원해 실제 연금 납부로 이어지도록 했다. 

이 같은 협업은 주민이 체감할 수 있는 ‘중구형 복지행정 모델’로 평가됐다.

김제선 중구청장은 “법을 바꾸지 않아도 현장에서 길을 찾으면 주민의 어려움을 풀 수 있음을 증명한 사례”라며 “앞으로도 주민의 삶 속에서 실질적인 해결책을 제시하는 현장 행정을 이어가겠다”고 밝혔다.

Daejeon Jung-gu (Mayor Kim Je-seon) announced on the 9th that it won the Grand Prize at the "2025 Very Good Local Government Policy Competition" for its field-oriented welfare administration innovation.

According to Daejeon Jung-gu, its presentation on the "Support for National Pension Exemption" policy, held at the National Assembly Sarangjae on the 7th, received high praise.

Hosted by the Council of Very Good Local Governments, the competition was designed to share excellent policies and strengthen policy exchange among local governments nationwide. This year, 48 local governments across the country participated and presented innovative examples from their respective regions.

Jung-gu's "Support for National Pension Exemption" policy is the first of its kind in the nation, helping residents who have stopped paying pension contributions for financial reasons to resume them. The district drew attention for overcoming institutional limitations without legal revision and for eliminating blind spots in welfare services through collaboration among local governments, public institutions, and financial institutions.

To overcome institutional limitations that hindered direct administrative support, Jung-gu established a public-private partnership with the National Pension Service and Hana Bank.

The National Pension Service provided customized information to those exempt from paying contributions, Hana Bank developed a financial product specifically for these individuals, and Jung-gu subsidized interest for users of these products, ensuring they actually paid their pensions.

This collaboration was recognized as a "Jung-gu-style welfare administration model" that residents can experience firsthand.

Jung-gu Mayor Kim Je-seon stated, "This is a case that demonstrates that finding solutions on the ground can address residents' challenges without legal changes. We will continue to provide on-site administrative services that provide practical solutions in the lives of residents."
