충남도의회는 31일 보령문화의전당 대강당에서 ‘근대 서해 통상 및 선교역사관광 활성화 방안 마련을 위한 의정토론회’를 개최해 보령 지역의 역사적 가치와 문화적 다양성을 재조명하고 이를 관광자원으로 발전시키는 방안을 모색했다.

이번 토론회는 편삼범 의원(보령2·국민의힘)이 좌장을 맡은 가운데, 김동일 보령시장과 최은순 보령시의회의장, 선교역사 관계자, 각급기관 단체장, 시민 등 200여 명이 참석한 가운데 진행됐다. 

신재완 보령문화원장은 ‘근대 통상 교섭과 관광자원 활용 방안’을 주제로 발제에서 19세기 충남 해역에 출현한 6척의 이양선(알세스트호, 리라호, 애머스트호, 세실 등)을 소개하며, 이들 선박이 통상과 선교를 넘어 문화, 언어, 농업, 의료, 민족의식 등 다방면에 걸쳐 큰 영향을 미쳤다고 설명했다. 

그는 이러한 역사적 자산을 보존하고 관광자원으로 확장하는 작업이 중요하다고 강조했다.

토론에는 안세환 보령기독교역사문화선교사업회 상임이사, 이송희 충남대 한자문화연구소 교수, 황의천 보령문화연구회 회원, 허진권 섬비엔날레 조직위원회 이사, 정헌웅 충남도 관광진흥과장, 송길상 충남도 문화유산보존팀장 등이 참여해, ‘선교로서의 통상’이 아닌 ‘통상으로서의 선교’라는 새로운 관점에서 보령의 역사적 의미를 재발견하고 이를 활용해 지역 관광 활성화를 도모하는 방안에 대해 심도 깊은 논의를 펼쳤다.

편삼범 의원은 “우리가 지역의 역사와 문화를 지키고 계승하는 것은 단순히 과거를 보존하는 차원을 넘어 우리의 정체성과 가치관을 이해하고 미래세대에 소중한 가치를 전하기 위한 것”이라며 “서해 통상과 선교역사의 중심지로서 보령의 문화적 다양성을 높이면서 역사적 가치를 재발견할 수 있도록 지속해서 노력하겠다”고 밝혔다. 

또한 “이번 토론회에서 나온 다양한 의견들을 정책에 반영해 보령의 새로운 관광 콘텐츠 개발에도 최선을 다할 것”이라고 말했다.

South Chungcheong Provincial Council Seeks to Revitalize Modern West Sea Trade and Missionary History Tourism

On the 31st, the South Chungcheong Provincial Council held a "Parliamentary Discussion on Revitalizing Modern West Sea Trade and Missionary History Tourism" in the main auditorium of the Boryeong Cultural Center. The discussion focused on re-examining the historical value and cultural diversity of the Boryeong region and exploring ways to develop them into tourism resources.

Shin Jae-wan, Director of the Boryeong Cultural Center, presented a presentation titled "Modern Trade Negotiations and Utilization of Tourism Resources." He introduced six trading ships (including the Alcest, the Lyra, the Amherst, and the Cecil) that appeared in the waters of South Chungcheong Province in the 19th century. He explained that these vessels had a profound impact beyond trade and missionary work, extending their influence to culture, language, agriculture, medicine, and national consciousness.

He emphasized the importance of preserving these historical assets and expanding them into tourism resources.

The discussion was attended by Ahn Se-hwan, Executive Director of the Boryeong Christian History and Culture Mission Society; Lee Song-hee, Professor at the Institute of Chinese Character Culture at Chungnam National University; Hwang Ui-cheon, a member of the Boryeong Cultural Research Association; Heo Jin-kwon, Director of the Island Biennale Organizing Committee; Jeong Heon-ung, Director of the Tourism Promotion Division of South Chungcheong Province; and Song Gil-sang, Head of the Cultural Heritage Preservation Team of South Chungcheong Province. They engaged in an in-depth discussion on rediscovering Boryeong's historical significance from a new perspective: "mission as commerce," rather than "trade as mission." They then leveraged this understanding to revitalize local tourism.

Councilman Pyeon Sam-beom stated, "Preserving and inheriting our region's history and culture goes beyond simply preserving the past. It's about understanding our identity and values and passing them on to future generations. As a hub of West Sea trade and missionary history, I will continue to strive to enhance Boryeong's cultural diversity and rediscover its historical value."

He also added, "We will do our best to develop new tourism content for Boryeong by incorporating the diverse opinions expressed at this forum into our policies."
