충남교육연대는 29일 기자회견을 열고, 충남도와 충남도의회가 추진 중인 ‘대전충남 특별시 행정통합 특별법(안)’에 대해 강도 높은 반대 입장을 표명하며, 졸속 행정과 주민 의견 무시에 대해 강력히 규탄했다.

교육연대는 이날 “7월 23일 언론에 공개되지 않은 채 밀실에서 ‘대충’ 추진되고 있던 특별법(안)이 뒤늦게 공개됐다”며, 대전·충남 행정통합 민관협의체가 주민 65%가 통합에 공감한다고 내세우는 여론조사 역시 350만 명의 전체 주민 의견과 무관한 1000명 표본 조사에 불과하다고 지적했다. 

이 같은 행태를 민주주의에 대한 ‘몰이해’로 규정하며 심각한 문제로 경고했다.

특히 29일 예정된 충남도의회 본회의에서 의견 청취 절차를 끝내려는 움직임에 대해서도 비판했다. “국민의힘 소속 행정통합 특별위원회 위원장이 주민 의견 수렴 필요성을 부인하며, 도의회의 민심 대변 의무를 저버렸다”며 “행정통합을 2026년 지방선거를 위한 정치적 도구로 사용하려는 것은 명백한 책임 방기”라고 강조했다.

아울러 특별법(안)에 포함된 교육자치권 침해 조항에 대한 우려도 강하게 제기했다. 특별시장과 교육감의 선출 방식을 법률에 따라 다르게 운영 가능토록 해, 내년 6월 지방선거에서 러닝메이트제 도입의 부당한 가능성을 내포하고 있다고 비판했다.

이들은 “현장 교사와 학부모 의견 수렴이 전무한 상태에서 영재학교·국제고·특수목적고 등 학교 간 서열화를 가중시키는 내용이 담겨 있다”며, 이로 인해 학생과 학부모의 불안 심리가 높아지고 경쟁교육이 심화돼 지방소멸을 가속화할 것이라고 경고했다.

또한 특별시장 산하 감사위원회 설치 조항 역시 지방교육자치법에 위배되는 교육감 감사권 침해라고 문제 삼았다. “교육청에 대한 감사권을 특별시장에게 부여하는 것은 교육기관에 대한 신뢰를 훼손할 것”이라고 일갈했다.

끝으로 충남교육연대는 “밀실 행정과 졸속 추진을 즉각 중단하고, 주민 의견 수렴과 교육 공동체 의견 반영을 위한 공정한 절차를 마련하라”고 촉구하며, “충남도와 도의회는 교육자치를 훼손하지 않는 공교육 정상화 대책을 마련하라”고 강력히 요구했다.
