충남 공주시가 지난 21일부터 시작한 정부지원 소비쿠폰 선불카드 신청과 관련해 행정의 미숙함에 대한 지적이 제기되고 있다. 

공주시는 소비쿠폰 선불카드를 발급하면서 지원 금액을 카드에 명확하게 표기해 신청자들의 사생활과 처지를 충분히 배려하지 못했다는 지적을 받고 있다.

정부의 소비쿠폰 지원은 소상공인들의 줄폐업 등 어려움에 처한 소상공인들을 위한 소비 진작 차원에서 발행하는 사업으로 차상위계층이나 한부모 가정, 기초생활수급자에게는 더 많은 금액을 지급하는 차등 지원 정책이다. 

그러나 카드에 지급 금액을 육안으로 확인이 가능하도록 표시하면서 해당 금액만 봐도 누가 취약계층인지 쉽게 알 수 있게 됐다. 이로 인해 지원을 받는 시민들은 오히려 낙인감과 개인정보 유출에 따른 불편함을 나타내고 있다.

금액이 명기된 선불카드 발급에 대해 지원금을 받는 것이 자랑스러운 일이 되어야 하는데, 카드에 금액이 표시되어 마치 ‘딱지’를 붙이는 것 같아 마음이 아프다는 실제 증언이 나오면서 사려 깊지 못한 정책 이행이 아니냐는 지적이다.

선불카드에 금액이 명시된 이유와 관련 해서 공주시 담당 팀장은 "카드 발급과 관련해 별도의 지급 금액 표기 지침이 없었고, 농협과의 협의를 거쳐 농협 측 제안을 수용해 금액을 카드에 표기하게 되었다"고 밝혔다. 

농협에서 발행하는 선불카드를 발급하고 있는 인근 계룡시의 경우도 금액이 명기된 농협 선불카드를 발행하고 있는 것으로 확인됐다.

금액 표기로 인해 차상위 계층 등 취약계층의 지원 사실이 상대방에게 노출될 수 있다는 문제 제기가 있었다는 지적에 대해 공주시 팀장은 현재까지 카드 금액 노출 문제로 정식 민원이나 항의는 접수된 바 없으며, 누가 일부러 이슈화 시키고 있는 건 아닌지 의심스럽다는 의견을 밝혔다.

또한 실제 현장에서는 카드 발급 시 공무원과 신청자가 1:1로 대면하기 때문에 민감한 정보 노출에 대해 조심스럽게 다뤄지고 있다는 점도 언급했다.
