충남 서산시와 예산군이 연이은 집중호우 피해로 특별재난지역으로 선포된 가운데, 충청남도 김태흠 도지사가 7월 23일부터 29일까지 프랑스와 독일 등 유럽 출장길에 오르며 도민들 사이에서 비판 여론이 분출되고 있다.
