대전동구의회 김영희 의원(국민의힘·비례)이 지난 3년간 활발한 의정활동을 펼치며 지역사회 발전과 주민 복지 증진에 크게 기여했다는 평가를 받고 있다.

 

김 의원은 문화예술진흥, 청소년지도자 처우 개선, 주민자치센터 운영 활성화 등 다양한 분야에서 조례를 발의하며 지역 현안 해결에 앞장섰다.

1. 지난 3년간 의원님께서 가장 중점을 두고 추진하신 주요 정책이나 사업은 무엇이었습니까? 그 성과는 어떻게 평가하십니까?

 

저는 제 의정활동을 한마디로 표현하자면 ‘소상공인’과 ‘교육’이라고 말씀드릴 수 있을 것 같아요. 처음 출마했을 때부터 소상공인과 자영업자에 대한 실질적인 지원 강화를 가장 중요한 목표로 삼았고, 이 방향성은 지난 3년 내내 꾸준히 이어졌다고 생각합니다.

 

또 한편으로는, 두 아이를 키우는 엄마로서 모든 아이들이 공평하게 교육받을 수 있는 환경을 만드는 일 역시 제게는 정말 중요한 과제였어요. 예를 들어, 갈수록 어려워지는 골목상권의 현실을 보면서 전통시장 소방안전관리 방안에 대해 구정질문을 했고, 교육과 돌봄의 사각지대를 해소하고자 '초등학교 방과후 돌봄 통합체계 마련 촉구 건의안'을 대표발의하기도 했습니다.

 

이런 활동들이 바로 눈에 보이는 성과로 이어지지는 않더라도, 정책의 밑그림을 그리고, 제도화하는 출발점이 되었다는 점에서 의미 있다고 생각해요. 앞으로 남은 임기 동안에도 저는 소상공인과 교육이라는 두 축을 중심에 두고, 현장의 목소리를 꾸준히 듣고, 실질적인 변화를 만들어내는 의정활동을 계속해나갈 계획입니다.

 

2. 지역 주민들의 의견을 수렴하고 반영하기 위해 어떤 노력을 기울이셨는지 구체적으로 말씀해 주실 수 있습니까?

 

네, 저는 정책은 결국 주민의 삶에서 출발해야 한다고 생각하고요, 그런 점에서 생활 속에서 들려오는 민원과 목소리에 항상 귀를 기울이려고 노력해왔습니다. 흔히 기후위기 같은 의제는 진보의 영역이라고 생각하기 쉬운데, 저는 그런 식의 이념적 구분보다는 ‘누구나 함께 책임져야 할 과제’로 접근해야 한다고 봤습니다. 

 

기후위기라는 말은 워낙 거대해서 일상과 연결짓기 어려운 경우가 많지만, 최근 들어 도로에 생기는 포트홀(도로 파손) 사례들을 접하면서 생각이 달라졌어요. 포트홀로 인해 구민의 생명과 안전이 위협받는 상황이 반복되고 있었고, 이와 관련된 민원이 계속 들어오면서,기후위기라는 것이 결국은 생활 속 안전과 직결된 문제라는 걸 절실히 느꼈습니다. 

 

그래서 저는 단순히 포트홀 하나를 메우는 데 그치지 않고, 왜 이런 문제가 반복되는지, 구 차원에서 어떤 구조적 대응이 필요한지에 대해 구정질문을 통해 문제를 제기했습니다. 

 

이 과정에서 주민들의 의견을 듣고, 관련 부서와도 꾸준히 소통하면서 제도적인 보완과 관심 유도를 함께 해왔습니다. 앞으로도 저는 표면적인 문제 해결에 그치지 않고, 그 이면의 구조적인 원인까지 들여다보며 주민들의 목소리를 정책에 반영하는 의정활동을 계속해 나가고자 합니다.

3. 의정활동 중 가장 어려웠던 점과 이를 극복하기 위해 어떤노력을 하셨는지 설명 부탁드립니다.

 

의정활동을 하면서 가장 어려웠던 점 중 하나는, 정책의 필요성과 현실 사이의 간극을 실감할 때였습니다. 현장에서 주민들이 절실하게 요구하는 정책이 있더라도, 그 정책이 실제로 시행되기까지는 수많은 검토 절차와 예산 확보라는 현실적인 제약이 따르기 때문입니다.

 

특히 저는 구의원의 핵심 역할 중 하나가 한정된 예산을 어떻게 효율적으로 배분하고 활용할 것인가, 다시 말해 예산을 꼼꼼히 들여다보고 판단하는 일이라고 생각하고 있어요.

 

하지만 예산이라는 것이 단순히 수치만 보는 것이 아니라, 정책적 우선순위와 구 전체의 조화를 함께 고려해야 하다 보니 처음에는 많이 어려움을 느꼈습니다. 이런 점을 극복하기 위해 저는 구에서 시행 중인 다양한 정책사업들을 하나하나 직접 공부하기 시작했고, 예산의 흐름을 이해하고자 사업별 예산서와 추진계획을 꼼꼼히 살펴보는 습관을 들였습니다. 

 

또 혼자 판단하기보다는 정책지원관분들과 수시로 논의하면서, 예산이 실제 사업 목표에 맞게 편성되고 있는지, 혹은 조정이 필요한 부분은 없는지를 함께 고민해왔습니다.

 

4. 의회 내에서 타 의원들과의 협력이나 갈등 경험이 있다면, 그 사례와 해결 과정을 공유해 주실 수 있습니까?

 

의정활동을 하면서 가장 크게 느낀 건, 정치는 혼자 할 수 없다는 점입니다. 매 회기 시작 전 열리는 의원 간담회 때마다 저는 대표발의 예정인 조례안에 대해 같은 상임위원회 의원님들과 미리 상의하고, 의견을 조율하는 편입니다. 특히 관심사가 비슷한 의원님들의 의견은 적극 반영하려고 노력해왔고, 그 과정에서 자연스럽게 협력이 이뤄지는 경우가 많았습니다.

5. 지난 3년간 지역사회에 긍정적인 변화를 가져온 대표적인 입법 활동이나 사례가 있다면 소개 부탁드립니다.

 

네, 제가 대표발의한 조례 중 의미 있게 기억에 남는 것은, 지난해 개정한 '대전광역시 동구 여성의 경제활동 촉진과 경력단절 예방에 관한 조례' 일부개정조례안입니다. 이 조례 개정에는 단순히 여성의 취업을 돕는 차원을 넘어, ‘경력단절 여성’이라는 표현 대신 ‘경력보유 여성’이라는 보다 긍정적인 사회적 인식을 확산시키고 싶다는 의도가 담겨 있었습니다.

 

경제활동을 잠시 쉬었더라도, 그동안의 경험과 역량은 결코 사라지는 것이 아니기 때문입니다.

 

또한 여성의 경제활동 문제는 단순히 일자리 수만의 문제가 아니라, 돌봄과 가족정책 등과 밀접하게 연결된 구조적인 문제라고 생각합니다.

6. 의정활동 과정에서 아쉬웠던 점이나 앞으로 보완하고 싶은 부분이 있다면 무엇입니까?

 

저는 모든 정책에는 ‘타이밍’이 있다고 생각합니다. 아무리 좋은 정책이라도 적절한 시기를 놓치면 실효성이 떨어지고, 결국 구민들의 삶에 직접적인 도움이 되지 못하는 경우가 많죠.

 

지난 3년간의 의정활동을 돌아보면 보람 있었던 순간들도 많았지만, 한편으로는 “조금만 더 빨리 정책을 발굴하고 조례를 입법화했더라면 더 많은 구민들께 혜택을 드릴 수 있었을 텐데…” 하는 아쉬움이 남는 순간도 있었습니다.

 

특히 복지, 주거, 교육처럼 일상과 밀접한 정책일수록 ‘타이밍’의 중요성을 더욱 절실하게 느끼고 있어요.

흔히들 구의원을 구민을 대표하는 사람이라고 말씀하시잖아요.

저도 그 말에 늘 책임감을 느끼고 있습니다.

 

그래서 평소에도 구민들께서 일상에서 겪는 불편함이나 어려움, 작은 민원이라도 어떻게 의제화하고 제도 안으로 끌어올릴 수 있을까를 늘 고민하고 있습니다.

 

남은 임기 동안에도 지금까지 그래왔듯, 구민들의 목소리가 제도권 정치에 반영될 수 있도록 끝까지 노력하겠습니다.

On the other hand, as a mother of two children, creating an environment where all children can receive fair education has also been a very important task for me. For example, looking at the increasingly difficult reality of alleyway businesses, I asked questions about the traditional market fire safety management plan, and I also proposed a motion to urge the establishment of an integrated after-school care system for elementary schools to eliminate blind spots in education and care.

One of the most difficult things while working as a council member was when I realized the gap between the necessity of a policy and reality. Even if there is a policy that residents desperately demand, there are realistic constraints such as numerous review procedures and budget securing until the policy is actually implemented.

 

In particular, I think that one of the core roles of a district council member is to efficiently distribute and utilize a limited budget, in other words, to carefully examine and judge the budget.

Looking back on the past three years of legislative activities, there were many rewarding moments, but on the other hand, there were also moments when I felt regretful, thinking, “If only I had discovered policies and legislated ordinances a little sooner, I could have benefited more residents…”

 

In particular, I feel the importance of ‘timing’ more keenly when it comes to policies closely related to daily life, such as welfare, housing, and education.

 

For example, in May, I proposed a motion calling for the extension of the ‘Special Act on Support for Victims of Lease Fraud and Housing Stability’. I always feel a sense of responsibility for that.

 

That is why I always think about how to turn the inconveniences, difficulties, and even small complaints that residents experience in their daily lives into agendas and bring them into the system.

 

I will continue to do my best to ensure that the voices of the residents are reflected in institutional politics during the remaining term, as I have done so far.
