국방대학교가 창설 70주년을 맞아 7월 10일 서울 용산 로카우스(ROKAUS)에서 ‘국제질서 대전환과 한국 신정부의 국가안보정책 모색’을 주제로 2025 국내안보학술회의를 개최했다고 밝혔다. 

국방대학교에 따르면 이번 행사는 국방대학교, 서울대, 고려대, 한국국방연구원 등 국내 주요 학계와 글로벌 외교안보 전문가들이 대거 참석한 가운데, 급변하는 국제질서와 한반도 안보환경 변화에 대응할 전략적 해법을 논의하는 장으로 마련됐다.

임기훈 국방대학교 총장은 환영사를 통해, 1955년 8월 15일 6.25전쟁의 교훈을 바탕으로 창설된 국방대학교가 지난 70년간 대한민국 안보정책과 국방 발전을 이끄는 중추적 역할을 해왔음을 강조했다. 

임 총장은 변화하는 안보환경에 능동적으로 대응할 전문인력 양성과 국가 안보정책 발전을 선도하는 싱크탱크로서의 역할을 더욱 강화해 나가겠다는 비전을 밝혔다.

첫 번째 세션에서는 ‘한국의 국가 정체성과 국가전략의 모색’을 주제로 허남성 명예교수(국방대학교)가 좌장을 맡았다.  

이근 교수(서울대 국제대학원)는 ‘미중패권경쟁과 한국의 강대국 비전’ 발표를 통해, 자유주의 국제질서 속에서 한국이 강대국으로 도약하기 위한 전략적 비전과 과제를 제시했다.

전경주 박사(한국국방연구원)는 ‘적대적 두 국가론과 한국의 대북정책 방향’을 발표하며, 북한의 정책 변화와 그에 대응하는 한국의 대북전략을 분석했다.

토론에는 한용섭 명예교수(국방대학교), 이철재 기자(중앙일보 군사안보연구소장), 김택빈 교수(국방대학교)가 참여해 미중 경쟁 구도 속에서 한국의 전략적 선택과 북한 정책 변화가 한반도 안보에 미치는 영향, 이에 대응하는 국가전략 수립 방안에 대해 활발히 논의했다.

두 번째 세션은 ‘국제질서 변화와 한국의 외교안보 정책’을 주제로 김영호 부총장(국방대학교)의 사회로 진행됐다.

이재승 교수(고려대학교)는 ‘글로벌질서 변화와 한국의 외교정책’을 발표, 트럼프 2기 행정부 출범 이후 격화되는 미중갈등과 국제질서 불안정성 속에서 한국이 추진해야 할 외교정책 방향과 전략을 제시했다.

김광진 석좌교수(숙명여자대학교)는 ‘트럼프 2기 행정부 하의 한미동맹과 확장억제 과제’를 주제로, 트럼프 2기 행정부의 안보전략 변화가 한미동맹과 확장억제 체제에 미치는 영향을 분석하고 대응 방안을 제안했다.

토론에는 전재성 교수(서울대학교), 이백순 전 대사(전 호주대사, 전 국방대학교 초빙교수), 김양규 교수(국방대학교)가 참여해 신정부 출범에 따른 미국과의 경제·안보 협상, 트럼프 2기 정책 변화와 북한 위협 증대 속에서 확장억제 신뢰성 제고 방안 등에 대해 심층적으로 논의했다.

국방대학교는 이번 학술회의에서 논의된 정책 제안들이 새롭게 출범한 이재명 정부를 비롯해 군, 학계, 언론계 등 사회 각계에 폭넓게 공유되어 국가안보역량 강화에 기여하기를 기대한다고 밝혔다. 

또한, 지난 70년간 국가안보 전문인력 양성과 정책 연구의 중추적 역할을 이어온 전통을 바탕으로, 앞으로도 국제정세 변화에 대응하는 실질적 안보정책 방향을 제시하는 역할을 더욱 발전시켜 나갈 계획임을 덧붙였다.

National Defense University to Hold 2025 Domestic Security Academic Conference to Celebrate 70th Anniversary

The National Defense University announced that it held the 2025 Domestic Security Academic Conference on July 10th at ROKAUS in Yongsan, Seoul, to mark its 70th anniversary, with the theme of ‘Great Transformation of the International Order and Exploration of the New Korean Government’s National Security Policy.’

According to the National Defense University, this event was attended by major domestic academics such as the National Defense University, Seoul National University, Korea University, and the Korea Institute for Defense Analyses, as well as global diplomatic and security experts, and was designed as a venue to discuss strategic solutions to respond to the rapidly changing international order and the changing security environment on the Korean Peninsula.

In his welcoming speech, President Lim Ki-hoon of the National Defense University emphasized that the National Defense University, which was founded on August 15, 1955, based on the lessons of the Korean War, has played a pivotal role in leading the development of the Republic of Korea’s security policy and national defense over the past 70 years.

President Lim expressed his vision to further strengthen the role of a think tank that actively fosters professional manpower to respond to the changing security environment and leads the development of national security policies.

In the first session, Professor Emeritus Heo Nam-seong (National Defense University) served as the moderator under the theme of ‘Korea’s National Identity and the Search for National Strategy.’

Professor Lee Geun (Seoul National University Graduate School of International Studies) presented ‘US-China Hegemony Competition and Korea’s Vision as a Great Power,’ suggesting a strategic vision and tasks for Korea to leap forward as a great power in the liberal international order.

Dr. Jeon Gyeong-ju (Korea Institute for Defense Analyses) presented ‘Theory of Two Hostile States and the Direction of Korea’s North Korea Policy,’ analyzing North Korea’s policy changes and Korea’s North Korea strategy in response.

The discussion was attended by Professor Emeritus Han Yong-seop (National Defense University), Reporter Lee Cheol-jae (Director of the JoongAng Ilbo Military Security Research Institute), and Professor Kim Taek-bin (National Defense University). They actively discussed the impact of Korea’s strategic choices and changes in North Korean policies on the security of the Korean Peninsula amid the US-China competition, and ways to establish national strategies to respond to them.

The second session was moderated by Vice President Kim Young-ho (National Defense University) under the theme of ‘Changes in the International Order and Korea’s Diplomatic Security Policy.’

Professor Lee Jae-seung (Korea University) presented ‘Changes in the Global Order and Korea’s Diplomatic Policy,’ suggesting the direction and strategy of foreign policy that Korea should pursue amid the intensifying US-China conflict and instability in the international order since the launch of the second Trump administration.

Professor Emeritus Kim Gwang-jin (Sookmyung Women’s University) presented under the theme of ‘The ROK-US Alliance and the Task of Extended Deterrence under the Trump Second Administration,’ analyzing the impact of changes in the security strategy of the Trump Second Administration on the ROK-US alliance and the extended deterrence system, and suggesting countermeasures.

Professor Jeon Jae-seong (Seoul National University), former Ambassador Lee Baek-soon (former Ambassador to Australia, former Visiting Professor at the National Defense University), and Professor Kim Yang-gyu (National Defense University) participated in the discussion and discussed in depth the economic and security negotiations with the United States following the launch of the new government, the policy changes of the second term of Trump, and ways to enhance the reliability of extended deterrence amidst the growing threat from North Korea.

The National Defense University expressed its hope that the policy proposals discussed at this academic conference will be widely shared with the newly launched Lee Jae-myung government, the military, academia, the media, and other sectors of society, thereby contributing to strengthening national security capabilities.

In addition, based on the tradition of nurturing national security experts and playing a pivotal role in policy research over the past 70 years, it added that it plans to further develop its role in suggesting practical security policy directions in response to changes in the international situation.
