조원휘 대전시의회 의장이 9일 취임 1주년을 맞아 그간의 의정 성과와 앞으로의 비전을 밝혔다. 조 의장은 “역대 가장 강력하고 능력 있는 의회 위상을 완성하기 위해 쉼 없이 달려왔다”며, 남은 임기 동안 원칙과 상식에 기반한 신뢰받는 의회문화를 조성하는 데 최선을 다하겠다는 각오를 전했다.

조 의장은 지난 1년간 대전시의회가 이뤄낸 주요 성과로, 선제적이고 능동적인 입법활동을 꼽았다. 전국 최초, 특·광역시 최초로 다수의 조례를 발굴해 지역 발전을 이끌 정책 대안을 제시했다. 특히 ‘늘봄학교 운영 조례’ 제정은 지역사회 위기 상황에서 의회의 입법 기능이 시민을 위해 제대로 작동했음을 보여주는 대표적 사례로 평가받는다.

의회 조직 혁신도 두드러졌다. 의회 개원 이래 처음으로 의장 직속 혁신자문위원회를 설치해, 의사운영 실무지침서 발간과 의정활동 틈새 홍보 등 43개의 자체 시책을 시행했다. 또한, 의정담당관 직급 상향과 웹디자인 전담직 신설 등으로 시민과의 소통을 한층 강화했다.

청렴한 의회문화 조성에도 힘썼다. 그 결과 2024년 공공기관 종합청렴도 평가에서 2등급을 받았고, 특·광역시 의회 중 1위를 차지했다. 이를 통해 공정하고 투명한 조직문화와 시민 신뢰도를 확고히 다졌다는 평가다.

지역 현안 대응에도 적극적으로 나섰다. 민생경제특별위원회와 대전·충남 행정통합특별위원회 출범, 그리고 6개의 의원연구모임 운영을 통해 시민 삶의 질 향상과 지역발전을 위한 정책 발굴에 주력했다.

시민과의 소통 강화 역시 눈에 띄는 변화다. 조 의장은 51차례 현장방문과 65차례 정책토론회를 진행했으며, 방청 제한 제도 개선, 청소년의회교실 확대, 조례웹툰·쇼츠영상 제작 등 다양한 방식으로 시민 참여를 확대했다.

조 의장은 앞으로도 변화와 혁신을 멈추지 않겠다고 밝혔다. 올해 의회 종합청렴도 1등급 달성을 목표로 삼고, 대전의 문화자산을 발굴해 도시 브랜드 가치를 높이겠다는 계획도 내놓았다. 

또한, 대전·충남 행정통합, 혁신도시 공공기관 2차 이전, 유성복합터미널 건립, 안산첨단국방산업단지 조성, 충청권광역철도 추진, 나노·반도체 국가산단 등 지역 현안 해결을 위해 집행기관과 긴밀히 협력할 뜻을 밝혔다.

조 의장은 “시민 여러분의 지지와 성원이 큰 힘이 됐다”며, “앞으로도 대전의 미래와 시민의 행복을 최우선에 두고 신뢰와 연대, 포용과 감동의 의정을 실현하겠다”고 강조했다.

조 의장은 특히 정부에서 지급 확정한 민생지원금에 지방자치단체에서 일정부분 부담하는 것에 문제가 있다고 지적했다.

이날 조원휘 의장은 내년도 지방선거 출마와 관련, 관례에 따라 의장을 지낸 사람이 시의원에 출마를 하는 것은 부적절하다는 입장을 밝혀 시의원 출마 의사가 없음을 분명히 했다.
