대전 중구가 지역 주민이 직접 동장을 선출하는 ‘동장 주민추천제’를 도입하며, 대전 자치구 최초로 주민주권 강화를 위한 새로운 행정 실험에 나섰다.

중구는 지난 6월 19일 석교동과 용두동에서 주민투표를 통해 신임 동장을 선출하고, 이들을 7월 1일자 정기인사를 통해 정식 임용했다고 3일 밝혔다. 이번 제도 시행은 그동안 구청장이 독점해 온 동장 임명 권한을 지역 주민과 나눈 획기적인 시도다.

‘동장 주민추천제’는 행정의 최일선에 있는 동 단위에서 주민이 직접 공직자를 선출함으로써 행정 책임성과 주민 참여를 높이기 위한 제도로, 중구는 지난 3월 관내 17개 동 중 희망 신청을 받아 석교동과 용두동을 시범 동으로 선정했다.

이어 동장 후보자를 내부 공모 방식으로 모집한 뒤, 인구수를 고려해 석교동 100명, 용두동 150명으로 구성된 주민투표단을 통해 후보자의 비전 발표와 투표를 거쳐 강민서(석교동), 윤양숙(용두동) 동장이 각각 선출됐다.

중구는 선출된 동장에게 최소 1년 이상의 임기를 보장하고, 주민참여 예산 등을 포함한 실질적인 지원도 함께 제공할 계획이다. 이를 통해 공무원의 책임성과 역량을 높이고, 주민과 함께하는 자치행정의 기틀을 마련하겠다는 구상이다.
