충남 예산군의회가 또 한 번 지방자치의 민낯을 드러냈다. 

주민들의 서명으로 정당하게 청구된 '농자재 지원조례안'을 아무런 토론도 없이 본회의에서 부결시키는 이해할 수 없는 결정을 내린 것이다. 그것도 소관 상임위에서 이미 심의·의결된 안건이었다. 이쯤 되면 무시 수준이 아니라 민주주의에 대한 모독이다.

해당 조례안은 매년 치솟는 비료, 농약, 유류값 등으로 고통받는 예산 농민들의 현실을 반영한 것이다. 사용금액의 50%, 상한 100만 원 지원이라는 현실적 안은 전국 지자체 곳곳에서 이미 시행 중인 ‘반값 농자재 사업’의 연장선에 있다. 

게다가 조례안에는 부정수급 방지를 위한 심의위원회 구성 등 기본적 통제 장치도 포함되어 있었다. 그럼에도 예산군의회는 납득할 만한 이유 하나 제시하지 않은 채 조례안을 ‘묵살’해버렸다.

이 과정에서 드러난 군의회의 태도는 더욱 문제다. 

조례 청구운동의 수임인들과의 간담회 한 번 없이, 본회의에서 아무런 논의 없이 ‘반대’ 버튼을 누른 의원들의 행동은 ‘대의’라는 이름으로 포장된 독선에 불과하다. 상임위에서 통과된 안건조차 본회의에서 일방적으로 뒤집히는 모습은 ‘형식적 논의’조차 생략한 반민주적 작태다.

예산군은 올해 1조 원 예산 시대를 목전에 두고 있다. 

농자재 지원 조례에 들어가는 예산은 고작 예산군 전체 재정의 1%에도 미치지 못한다. 재정 타령은 설득력이 없다. 차라리 “농민들 눈치를 보지 않겠다”는 솔직한 정치적 선언이 더 정직했을 것이다.

이번 사태는 단순한 조례안 부결 이상의 의미를 가진다. 

주민직접청구제도는 풀뿌리 민주주의의 상징이다. 주민이 직접 정책을 만들고, 이를 지방의회가 심의함으로써 민주주의는 완성된다. 하지만 예산군의회는 그 절차를 가볍게 짓밟았다. 주민들의 서명은 서랍 속으로, 그들의 목소리는 외면당했다.

그 대가는 분명할 것이다. 

예산군민은 더 이상 ‘선거철에만 유권자’로 소비되길 거부한다. 이번 사태는 농민들을 “당당한 주민으로, 권리를 가진 시민”으로 각성하게 만든 계기가 되었다. 예산군의회는 그 무게를 가볍게 여기지 말아야 한다.
