공주시(최원철 시장) 유구읍에서 해마다 열리는 ‘유구색동수국정원 꽃 축제’가 다시 한번 논란의 중심에 섰다. 형형색색의 수국이 정원을 수놓기 전, 그 아래에서 일군 주민들의 마음은 이미 시들어가고 있다는 목소리가 곳곳에서 들려온다.

표면적으로는 지역 관광을 활성화하고, 경제를 살리기 위한 축제다. 

그러나 정작 이 축제를 위해 흙을 고르고, 잡초를 뽑고, 교통을 정리한 지역 주민들은 행사장 밖에 서 있다. 반면, 주요 상권은 외지 상인들의 몫이 되고 있다. ‘돈은 외지인이 벌고, 뒷정리는 지역민이 한다’는 냉소 어린 말이 축제의 현주소를 고스란히 보여준다.

문제는 단지 참여 기회의 불균형에만 있지 않다. 

작년에도, 재작년에도 유사한 문제가 제기되었지만, 행정의 대응은 늘 제자리걸음이었다. 올해 역시 달라진 건 없다. 

하천법을 이유로 주민 상인의 노점은 단속하면서도, 외지 상인의 임시 부스는 농지 위에 버젓이 들어서 있다. 

누군가는 마늘 몇 단을 팔기 위해 쫓겨나고, 누군가는 ‘계도기간’이라는 이름으로 한 달간 영업을 허락받는다. 같은 장소, 같은 시간, 그러나 다른 잣대. 이것이 과연 공정한 행정인가.

더 근본적인 질문은 “이 축제는 과연 누구를 위한 것인가?”라는데 있다.

유구읍 주민들은 오랜 시간 이 수국정원을 공동체의 손으로 가꿔 왔다. 

그 공간은 단지 관광객을 위한 볼거리가 아닌, 지역민의 쉼터이자 자부심이었다. 그러나 축제 시즌만 되면 그 공간은 낯선 장삿속으로 가득 찬다. 마을 어르신들은 그늘진 나무 아래에서 자신의 자리 하나 구하지 못한 채, 뒤치다꺼리에 나서야 한다.

주민들의 요구는 결코 과하지 않다. 행사장 한켠에 지역 상인을 위한 공간을 마련해달라는 것. 자신들이 손수 가꾼 정원에서, 함께 숨 쉬고 웃을 수 있는 축제를 만들자는 제안이다. 

그러나 이마저도 번번이 외면당하고 있다. 주민 참여는 계획서 속 문구에만 존재할 뿐, 실제 운영에서는 철저히 소외되고 있는 실정이다.

이제는 공주시가 답해야 할 차례다. 주민이 납득할 수 있는 설명과 함께, 참여의 문턱을 낮추고 형평성 있는 운영 기준을 제시해야 한다. 행정이 침묵으로 일관할수록, 공동체의 불신과 좌절은 더욱 깊어질 것이다.
