충남 천안시가 오는 7월부터 공유 전동킥보드 등 개인형 이동장치(PM)에 대한 무단 방치를 막기 위해 ‘지정주차제’를 전면 시행한다. 지정된 주차 구역 외에 방치된 기기는 계고 없이 즉시 견인 조치되며, 견인료는 기존 1만 5000원에서 최대 4만 원까지 인상된다.

천안시는 30일 “보행자 안전과 도시 질서 유지를 위해 개인형 이동장치 주차 관리를 강화한다”며 이같이 밝혔다. 이번 조치는 개인형 이동장치의 무분별한 도로 방치로 인한 시민 불편이 증가하면서 추진됐다.

그동안 천안시는 주차 금지구역 패널티 부과 ,전용 주차장 확대 ,경찰 및 학교와의 연계 강화 ,중점관리지역 운영 등 다양한 대책을 시행해왔으나, 실효성 확보에 한계가 있었다.

천안시는 지난 3월 시민 1,330명을 대상으로 진행한 설문조사 결과, 응답자의 88%가 PM으로 인한 불편을 겪었다고 응답했다고 밝혔다. 또 58%는 가장 시급히 개선해야 할 과제로 ‘단속 및 처벌 강화’를 꼽았고, 무단 주차 견인에 대해서도 85%가 찬성 의견을 보였다.

이에 따라 시는 ‘개인형 이동장치 이용안전 증진 조례’를 6월 중 개정하고, 견인 및 단속 관련 법적 근거를 마련할 예정이다. 동시에 견인 전담 공무원을 신규 채용하고, 보조 인력을 포함한 전담팀을 구성해 집중 단속에 나선다.

불법 주차된 PM은 7월부터 지정 구역 외 도로에 방치될 경우 계고 후 곧바로 견인된다. 견인 비용은 4만 원으로 상향 조정돼, 이용자들의 주의가 요구된다.
