충남 서산시가 지역 주력산업인 석유화학 분야의 위기 대응을 위해 본격적인 시민 행동에 나섰다. 시는 대산석유화학단지의 산업위기 선제대응지역 지정을 촉구하며 지난 24일 중앙호수공원 일대에서 범시민 서명운동을 펼쳤다고 밝혔다.

이번 서명운동은 단순한 민원 제기 차원을 넘어, 지역사회가 체감하는 산업 위기 상황을 정부에 직접 알리고 범정부 차원의 정책적 지원을 이끌어내기 위한 시민 참여 행보다. 

서산시와 서산상공회의소가 공동 주관한 이날 현장 서명에는 총 800여 명의 시민이 동참해 지역경제 회복에 대한 염원을 드러냈다.

서산시는 QR코드를 통해 서산시청 공식 누리집에서도 온라인 서명을 병행 접수하고 있으며, 보다 많은 시민들의 참여를 통해 민심을 결집하겠다는 계획이다.

서산시와 충남도는 공동 TF를 구성해 오는 6월 ‘산업위기 선제대응지역’ 신청을 목표로 절차를 진행 중이다. 해당 지정은 고용, 투자, 생산 감소 등 산업 전반에 위기 징후가 감지될 경우, 정부가 조기 개입해 예산과 행정지원을 투입하는 제도다.

국내 3대 석유화학단지 중 하나인 대산산단은 수출입 물동량과 고용 유발 효과에서 국가 산업경제의 핵심 축으로 자리 잡아왔다. 

그러나 최근 글로벌 경기 둔화와 수요 감소로 석유화학산업이 급격히 위축되면서, 대기업 실적 부진은 물론, 협력 중소기업의 매출 하락과 고용 축소로 지역 경제 전반이 심각한 충격을 받고 있는 상황이다.

이완섭 서산시장은 “대산산단은 단지의 위기를 넘어 서산시 전체의 생존과 직결된 문제”라며 “시민과 함께 힘을 모아 반드시 산업위기 선제대응지역 지정이라는 결실을 이끌어내겠다”고 강조했다.

Seosan City, Citizens' Signature Campaign Urging Designation of Industrial Crisis Preemptive Response Area

Seosan City, South Chungcheong Province, has launched a full-scale citizen action to respond to the crisis in the petrochemical industry, a key local industry. The city announced that it held a citizen signature campaign in the Jungang Lake Park area on the 24th, urging the designation of the Daesan Petrochemical Complex as an industrial crisis preemptive response area.
