충남 천안시의회 국민의힘 노종관 의원이 제278회 임시회 제2차 본회의 5분 발언을 통해 천안시 지역 상품 우선 구매 활성화를 위한 정책을 제안했다. 

노 의원은 백석동을 지역구로 두고 있으며, 천안시의 경제 성장과 발전을 도모하기 위해 이 자리에 섰다고 밝혔다.

노 의원은 청주시의 지역 제품 구매율이 94.6%에 달하는 사례를 언급하며, 이는 지역업체와의 협력 및 적극적인 구매 정책의 결과라고 설명했다. 

청주시는 계약사무 처리지침을 제정하고, 지역업체 우선 구매 세부 계획을 마련하여 관외업체 이용 시 사유서 제출을 의무화하는 등 지역 업체와의 상생을 실현하고 있다.

반면, 천안시는 2024년 지역 업체 물품 구매율이 50.4%에 불과해 개선의 여지가 많다고 지적했다. 이에 노 의원은 천안시의 지역 업체 우선 구매 활성화를 위한 세 가지 방안을 제안했다.

노 의원은 공공기관의 지역 상품 우선 구매 확대를 통해 천안시가 발주하는 모든 구매 물품 및 공사 용역에 대해 지역 업체가 생산한 제품을 우선적으로 고려해야 한다고 강조했다. 

그러면서 설계 단계에서부터 지역 자재 활용을 적극 검토하는 제도적 지원이 필요하다고 덧붙였다.

노 의원은 이어 지역 업체 홍보 및 경제 활성화 방안으로, 청주시의 사례를 참고하여 지역 상품 우선 구매 민원 창구를 운영하고, 구매 가능한 품목과 조달 우수제품을 확인할 수 있는 시스템을 마련해야 한다고 주장했다. 

이를 통해 지역 업체의 판로 확대와 참여 기회를 증대시킬 수 있을 것이라고 설명했다.

마지막으로 성과관리 체제 구축을 통해 지역 구매 담당자를 배정하고 기업의 애로사항을 청취하는 현장 간담회를 실시해야 한다고 제안했다. 

노 의원은 이러한 정책이 지역 업체 보호에 그치지 않고, 지역 경제 활성화와 고용 확대, 신규 일자리 창출로 이어질 것이라고 강조했다.

노종관 의원은 "지역 업체와의 상생을 실현하기 위해 관련 조례 제정을 통해 제도를 마련해 주시길 바란다"고 말했다.

Cheonan City Councilor Noh Jong-kwan of the People's Power Party proposed a policy to promote preferential purchase of local products in Cheonan City during his 5-minute speech at the 2nd plenary session of the 278th extraordinary session.

Rep. Noh stated that his constituency is Baekseok-dong and that he is here to promote economic growth and development in Cheonan City.

Rep. Noh mentioned the case of Cheongju City's local product purchase rate reaching 94.6%, explaining that this is the result of cooperation with local companies and an active purchase policy.

Cheongju City is realizing coexistence with local companies by establishing contract processing guidelines, preparing a detailed plan for preferential purchase of local companies, and mandating the submission of a written explanation when using companies outside the city.

On the other hand, Cheonan City pointed out that there is much room for improvement as the purchase rate of local companies in 2024 is only 50.4%. Accordingly, Rep. Roh proposed three measures to revitalize Cheonan City’s local business priority purchases.

Rep. Roh emphasized that public institutions should expand their priority purchases of local products so that Cheonan City should give priority consideration to products produced by local businesses for all purchased goods and construction services ordered.

He added that institutional support is needed to actively review the use of local materials from the design stage.

Rep. Roh then argued that, as a way to promote local businesses and revitalize the economy, a local product priority purchase complaint center should be operated by referring to the case of Cheongju City, and a system should be established to check items that can be purchased and products with excellent procurement.

He explained that this would allow local businesses to expand their sales channels and increase their participation opportunities.

Lastly, he proposed that a performance management system should be established to assign local purchasing managers and hold on-site meetings to listen to companies’ concerns.

Rep. Roh emphasized that this policy would not only protect local businesses, but would also lead to local economic revitalization, employment expansion, and new job creation.

Assemblyman Noh Jong-gwan said, "I hope you will establish a system by enacting related ordinances to realize coexistence with local businesses."
