더불어민주당 장종태 국회의원(대전 서구갑)이 대표발의한 「노인 일자리 및 사회활동 지원에 관한 법률」(이하 노인일자리법) 일부개정법률안이 3월 13일 국회 본회의를 통과했다. 

이번 개정안은 경로당 점심급식 인력 등 취약계층을 지원하기 위해 우선적으로 배치할 수 있는 노인일자리를 선정하고 사업을 시행할 수 있는 법적 근거를 마련하는 내용을 담고 있다.

장 의원이 발의한 이번 법안은 경로당에서 주 5일 점심 급식을 실시할 수 있도록 하는 인력 지원을 강화하는 방안을 포함하고 있다. 

정부가 복지 증진을 위해 필요한 노인일자리를 선정하고 이를 고시한 후, 각 시·도지사가 해당 일자리를 우선적으로 실시하도록 하는 내용을 골자로 하고 있다. 

작년 12월에 통과된 노인복지법 개정안에서는 급식 지원 인력에 대한 대책이 미비해 이번 법안의 필요성이 더욱 강조되었다.

장 의원에 따르면 현재 각 지방자치단체마다 노인일자리의 세부 사업 내용이 상이해, 일부 지자체에서는 경로당 급식 지원 인력을 배치하고 있지만 다른 지자체에서는 그렇지 않은 상황이다. 

이처럼 지역에 따라 노인일자리의 배치가 불균형하게 이루어지고 있는 가운데, 이번 개정안은 이러한 문제를 해결하고 노인일자리를 통해 국민의 복지를 증진할 수 있는 가능성을 열어준다.

장종태 의원은 "이번 법안 통과로 경로당 점심급식에 필요한 인력 지원이 마련되어 이제 안심할 수 있게 되었다"며, "노인일자리 및 사회활동 정책이 어르신들의 경제적, 정서적 지원은 물론 국민복지와 취약계층 지원에도 기여하여 우리 사회의 공익을 더욱 증진할 수 있기를 기대한다"고 소감을 밝혔다.

Rep. Jang Jong-tae, Strengthening Support for Senior Citizen Centers with Partial Amendment to the Elderly Jobs Act Passed by the National Assembly

The partial amendment bill to the Act on Support for Senior Citizens’ Jobs and Social Activities (hereinafter referred to as the Elderly Jobs Act) proposed by Rep. Jang Jong-tae (Daejeon Seo-gu Gap) of the Democratic Party of Korea passed the National Assembly plenary session on March 13.

This amendment bill includes provisions to select senior citizen jobs that can be assigned with priority to support vulnerable groups such as senior citizen center lunch service personnel and to establish a legal basis for implementing projects.

This bill proposed by Rep. Jang includes measures to strengthen personnel support so that senior citizen centers can provide lunch service five days a week.

The gist of the bill is that the government selects senior citizen jobs necessary for welfare promotion and announces them, and then each city and provincial governor gives priority to implementing the jobs.

The revision to the Elderly Welfare Act passed in December of last year lacked measures for meal support personnel, further emphasizing the need for this bill.

According to Rep. Jang, the details of the senior job business are currently different for each local government, and while some local governments are deploying meal support personnel to senior centers, other local governments are not.

In this way, while the allocation of senior jobs is unbalanced depending on the region, this revision opens up the possibility of solving this problem and promoting national welfare through senior jobs.

Rep.
