대전시가 시민의 안전을 더욱 확실히 보장하고 건축물 이용의 편리성을 높이기 위해 새롭게 개정된 '건축물 설계기준'을 본격적으로 시행한다고 밝혔다. 

이번 개정안은 화재와 같은 안전사고 예방을 목표로 하며, 특히 기존의 '지하층 건축 기준'을 대폭 강화한 것이 특징이다.

최근 대전에서 발생한 여관 화재로 인명 피해가 발생한 사례와 인천의 아파트 지하 주차장에서 전기차 화재로 959대의 차량이 전소된 사건 등은 시민들의 안전에 대한 우려를 더욱 부각시켰다. 

이러한 상황을 반영하여 대전시는 대형 아울렛 화재 이후 '지하층 건축 기준'을 개선하고, 숙박시설의 스프링클러 및 피난시설 설치 기준 강화를 위한 법령 개정을 소방청과 협의해왔다.

이번에 도입된 새로운 '건축물 설계기준'에는 숙박시설 스프링클러 설치 권장 ,전기차 화재 확산 방지 대책 ,지하층 거실 설치 기준 ,범죄 예방을 위한 시설물 배치 기준 등이 포함되어 있어, 더욱 안전하고 효율적인 건축 환경 조성이 기대된다.

대전시는 이번 기준을 건축위원회 심의 시 우선 적용하며, 심의 대상이 아닌 건축물에도 적극적으로 적용할 것을 권장할 방침이다. 

또한, 건축위원회 심의 시 반복적으로 거론되는 사항을 정리하고, 건축허가 및 심의 절차의 효율성을 높일 계획이다. 특히, 이번 설계기준을 반영하고 반영 여부 목록을 제출하는 사업은 사전자문 절차를 생략할 수 있어 행정 부담을 줄일 수 있다.

기존의 '건축물 사용자 안전 확보를 위한 지하층 건축 기준'은 폐지되며, 공지 이후 인허가 및 심의를 신청하는 사업부터 새롭게 개정된 기준이 적용된다.
