'행복도시 발전을 위한 상생협력 업무협약'이 22일 있었다.

세종시와 한국토지주택공사는 이날 시청 세종실에서 한국토지주택공사와 ‘행복도시 발전을 위한 상생협력 업무협약(MOU)’을 체결했다.

이번 업무협약은 세종시 건설 과정에서 발생한 주요 현안을 원만히 해결하고 지속가능한 도시 발전을 위해 유기적 협력 체계를 강화하기 위해 마련됐다.

협약에 따라 양 기관은 상가 활성화 ,스마트시티 국가시범도시 ,공공시설물 이관 ,개발부담금 소송 관련 사항 등 12개 주요 과제를 중심으로 적극적인 협력에 나선다.

시와 한국토지주택공사는 시민의 삶의 질 향상과 도시 발전을 위한 실질적인 기반을 마련하는 데 총력을 기울인다는 방침이다.

특히 얼어붙은 지역 상권에 활력을 불어넣기 위해 지난해 11월 29일추진하기로 협의한 ‘행복도시 상가활성화 종합대책’의 주요 과제를 양 기관 모두 적극 이행해 상가활성화에 힘을 모으기로 했다.

또 5-1생활권에 조성 중인 스마트시티가 진정한 국가시범도시로 조성될 수 있도록 스마트혁신기술기업 유치를 위한 생태계 조성에 협력한다.

선도지구 중심부에는 스마트기술을 체험·실증할 수 있는 상징광장을 조성, 스타트업 기업 등의 입주 활성화를 도모할 계획이다.

또 개발부담금에 대해서는 전체 개발사업이 끝난 후 세종시 요청 시 한국토지주택공사(LH)가 개발비용명세서를 제출 하기로 협의함에 따라 관련 소송을 종결하기로 했다.

이에 따라 양 기관 간 상호 신뢰를 바탕으로 협력을 강화할 수 있는 계기가 될 것으로 기대된다.

또 2015년 개통 후 장기 미이관 중인 3생활권 외곽순환도로의 경우 관련법 개정에 따라 필요한 재난사고 대응시설 등 보완을 통해 조속히 시설물을 이관하고 관리 이원화에 따른 주민 불편을 해소하기로 했다.

시와 한국토지주택공사는 업무협약을 통해 도시 건설 과정에서 발생한 여러 갈등·과제 등을 상호 협력해 해결하는 상생협력 모델을 구축하고 시민 중심의 지속가능한 발전을 이루도록 노력할 방침이다.

최민호 시장은 “이번 협약은 세종시의 지속가능한 발전과 시민 여러분의 편익 증진을 위한 새로운 출발점”이라며 “우리 시가 대한민국의 미래를 선도하는 행정수도로 자리매김할 수 있도록 양 기관이 힘을 모으자”고 말했다.

이한준 한국토지주택공사 사장은 “이번 협약이 행복도시 발전에 중요한 전환점이 될 것”이라며 “긴밀한 협력을 통해 대한민국을 대표하는 도시를 만드는 데 기여하겠다”고 강조했다.
