충남도의회가 9일 충남정보문화산업진흥원 충남콘텐츠기업지원센터 이벤트홀에서 ‘충남 웹툰산업 활성화 방안 마련’을 주제로 의정토론회를 개최했다고 전했다. 

충남도의회에 따르면 이번 토론회는 이현숙 의원(비례·국민의힘)이 좌장을 맡고, 이승진 백석문화대학교 웹툰애니메이션학부 교수가 주제 발표를 진행했다. 

토론자로는 김병수 상명대학교 교수, 박세현 한국만화웹툰평론가협회장, 이대행 웹툰작가, 조정림 충청남도 문화산업팀장이 참여하여 다양한 의견을 나누었다.

이승진 교수는 발표에서 “충남에서 웹툰 관련 전공을 이수한 인재들이 지역에 정착하여 창작활동을 지속할 수 있도록 체계적인 지원이 필요하다”고 강조하며, 웹툰 작가, 기획자, 편집자가 상호 협력할 수 있는 창작 환경 구축과 장기적 비전을 기반으로 한 사업 전략 마련의 필요성을 언급했다.

지정토론에서는 충남 웹툰산업 발전을 위한 구체적인 방안으로 창작 공간 확충, 예산 확대, 창작자 지원 프로그램 강화, 협회 결성 등이 논의되었으며, 웹툰과 지역 관광의 융합을 통한 지역경제 활성화 방안도 제시되었다.

이현숙 의원은 “충남은 우수한 창작 인재와 대학 인프라를 보유하고 있음에도 불구하고 낮은 관심과 지원 부족으로 많은 인재들이 지역을 떠나고 있다”며, “지역의 창작 인재들이 떠나지 않고 지속적으로 작품 활동을 이어갈 수 있도록 충남도의 체계적인 지원과 관심이 절실하다”고 강조했다. 

또한, “창작자들이 안정적으로 창작활동을 할 수 있는 환경을 조성하고, 지역 내 대학, 기업, 지자체가 협력해 지속 가능한 창작 생태계를 구축해야 한다”고 덧붙였다.

이번 토론회를 통해 충남 웹툰산업의 도약을 위한 다양한 의견과 방안이 제시되었으며, 지역 인재의 정착과 창작 환경 개선을 위한 노력이 필요하다는 공감대가 형성되었다.

Chungnam Provincial Council Seeks Measures to Revitalize the Webtoon Industry

The Chungnam Provincial Council announced that it held a legislative debate on the topic of ‘Measures to Revitalize the Chungnam Webtoon Industry’ at the Chungnam Information and Culture Industry Promotion Agency Chungnam Content Enterprise Support Center Event Hall on the 9th.

According to the Chungnam Provincial Council, Rep. Lee Hyeon-sook (proportional representation, People Power Party) served as the moderator for this debate, and Professor Lee Seung-jin of Baekseok Cultural University’s Department of Webtoon and Animation gave a presentation on the topic.

The debaters included Professor Kim Byeong-soo of Sangmyung University, President Park Se-hyeon of the Korean Cartoon and Webtoon Critics Association, webtoon artist Lee Dae-haeng, and Chungcheongnam-do Cultural Industry Team Leader Jo Jeong-rim, who shared various opinions.

Professor Lee Seung-jin emphasized in his presentation that “systematic support is needed so that talented individuals who have completed webtoon-related majors in Chungnam can settle in the region and continue their creative activities,” and mentioned the need to establish a creative environment where webtoon writers, planners, and editors can cooperate with each other, and to establish a business strategy based on a long-term vision.

In the designated discussion, specific measures for the development of the Chungnam webtoon industry were discussed, such as expanding creative spaces, increasing the budget, strengthening creator support programs, and forming associations. A plan to vitalize the local economy through the convergence of webtoons and local tourism was also presented.

Assemblywoman Lee Hyeon-sook emphasized that “despite Chungnam having excellent creative talent and university infrastructure, many talented individuals are leaving the region due to low interest and lack of support,” and emphasized that “systematic support and interest from Chungnam Province are essential so that local creative talents do not leave and can continue their creative activities.”

She also added that “an environment where creators can engage in creative activities stably should be created, and universities, companies, and local governments in the region should cooperate to build a sustainable creative ecosystem.”

Through this discussion, various opinions and plans were presented for the advancement of the Chungnam webtoon industry, and a consensus was formed that efforts are needed to settle local talent and improve the creative environment.
