대전시가 중소벤처기업부의 '글로벌 혁신특구' 공모에 최종 선정되었다. 

글로벌 혁신특구는 규제자유특구를 고도화한 사업으로, 규제, 실증, 인증, 보험 등에서 글로벌 스탠다드 수준의 제도를 적용하여 첨단 분야의 신제품 개발과 해외 진출을 지원하는 프로그램이다.

대전시는 이번 공모를 준비하기 위해 약 5개월 동안 지역의 관련 기업과 관계기관의 의견을 수렴하여 '합성생물학 기반 첨단바이오제조'라는 글로벌 혁신특구 계획을 수립하고, 지난 10월 신청서를 제출했다. 

이번 공모에는 총 7개 지자체에서 9개 과제가 접수되었으며, 12월 4일 1차 서면 평가를 통과한 6개 과제를 대상으로 발표 평가를 진행한 결과, 대전을 포함한 3개 지자체가 최종 선정되었다. 

선정된 과제는 대전의 첨단바이오제조, 경남의 차세대 첨단위성, 대구의 AI 로봇이다.

합성생물학 기반의 첨단바이오제조는 세계적인 바이오 대전환기와 맞물려 주목받고 있는 산업으로, 글로벌 바이오제조 시장은 2030년까지 연평균 24% 성장할 것으로 예측된다. 

보스턴컨설팅 그룹의 보고서에 따르면, 합성생물학 기술이 10년 내에 석유화학 등 기존 제조산업의 1/3 이상을 대체하며 30조 달러의 경제적 가치를 창출할 것이라는 전망이 있다.

대전시는 이러한 글로벌 경쟁에서 우위를 점하기 위해 공공 인프라, 수요 중심의 연구개발(R&D), 글로벌 진출 지원, 국내 규제 완화 등 네 가지 전략을 통해 첨단바이오제조 산업을 집중 육성할 계획이다. 

대전시가 밝힌 네 가지 전략은 한국생명공학연구원에 있는 바이오파운드리와 대전테크노파크 바이오센터의 GMP 시설을 활용하여 LMO 연구개발 및 생산 지원,  기업과 해외 연구기관 간의 국제 공동 연구를 통해 기업이 필요로 하는 우수 기술 확보 지원, 해외 인증과 위탁생산 지원 체계를 구축하여 신속한 해외 진출과 대량 생산 기술 확보 지원, 산업용 LMO 균주 사용 범위를 확대하고, 바이오 메뉴판을 제작하여 기업이 필요한 균주를 쉽게 선택할 수 있도록 지원한다는 계획이다.

대전시는 이번 특구사업을 통해 첨단바이오제조가 활성화되면 다양한 산업 분야에서 새로운 시장과 일자리를 창출할 것으로 기대하고 있다. 

예상되는 경제적 효과로는 1266억 원의 생산 유발과 547명의 고용 유발이 있다.

Daejeon City was finally selected for the Ministry of SMEs and Startups' 'Global Innovation Special Zone' contest.

According to a report by the Boston Consulting Group, synthetic biology technology is expected to replace more than 1/3 of existing manufacturing industries such as petrochemicals within 10 years and create economic value of 30 trillion dollars.

In order to gain an advantage in this global competition, Daejeon City plans to intensively foster the advanced biomanufacturing industry through four strategies: public infrastructure, demand-oriented research and development (R&D), support for global expansion, and relaxation of domestic regulations.

The four strategies revealed by Daejeon City are to support LMO research and development and production by utilizing the Biofoundry at the Korea Research Institute of Bioscience and Biotechnology and the GMP facilities at the Daejeon Technopark Biocenter, to support securing excellent technologies needed by companies through international joint research between companies and overseas research institutes, to establish a system to support overseas certification and consignment production to support rapid overseas expansion and securing mass production technologies, to expand the scope of use of industrial LMO strains, and to create a bio menu board to support companies to easily select the strains they need.

Daejeon City expects that if advanced bio-manufacturing is activated through this special zone project, new markets and jobs will be created in various industrial fields.

The expected economic effects include inducing production worth 126.6 billion won and creating 547 jobs.
