세종시가 9일부터 효율적인 민원 서비스 제공과 민원 처리 담당 공무원 보호를 위해 시청 민원실과 읍면동 행정복지센터의 행정전화에 자동 녹음 기능을 도입한다고 밝혔다. 

이번 조치는 지난 10월 29일 ‘민원 처리에 관한 법률 시행령’ 개정에 따른 것이다.

새롭게 도입되는 자동 녹음 기능은 통화 연결과 동시에 안내를 통해 녹음 사실이 고지되며, 자동으로 녹음이 시작된다. 

세종시는 통화 시작부터 끝까지 전체 내용이 녹음되는 만큼, 녹음 파일에 대한 유출과 목적 외 활용이 없도록 철저히 관리할 방침이다.

또한, 통화가 길어져 다른 민원을 처리할 수 없는 상황을 방지하기 위해, 권장 통화 시간인 20분을 초과할 경우 해당 사실을 고지한 후 통화를 중단할 수 있는 통화 종료 시스템도 함께 운영된다.

세종시는 이번 조치를 통해 민원인과 담당 공무원 간의 불필요한 논쟁을 해소하고, 서로 존중하는 문화를 정착시킬 수 있을 것으로 기대하고 있다.
