충남 예산군은 보건복지부 ‘2024년 장애인 개인예산제 시범사업’ 추진 유공으로 지난 5일 서울시 이룸센터에서 보건복지부 장관 기관 표창을 수상했다고 6일 밝혔다.

이날 시상식에는 보건복지부 및 시범사업에 참여한 전국 8개 지자체 관계자 등 100여 명이 참석했다.

‘2024년 장애인개인예산제 시범사업’에 참여한 전국 유일의 지자체인 예산군은 사업모델 검증 및 보완 관련 계획 수립·적용 등 노력을 인정받아 기관 표창 등 5건의 장관상을 수상하는 쾌거를 이뤄냈다. 전년도에도 군은 '2023년 장애인 개인예산제 모의사업'에 참여한 바 있다.

이번에 수상한 장관상은 기관 표창 및 주민복지과 이준호 주무관에 대한 공무원 표창, 아름다운집 민간기관표창, 예산군장애인보호작업장 조영재 원장과 충남지체장애인협회 예산군지회 한구현 사무국장 개인표창 등 총 5건이다.

장애인 개인 예산제는 기존의 획일적인 공급자 중심의 서비스 제공방식을 탈피해 장애인 당사자가 주어진 예산 범위 내에서 자신의 상황과 욕구에 맞게 필요한 서비스를 선택하도록 하는 제도이다. 

영국, 스웨덴 등 유럽 선진국에서 먼저 도입되었으며 정부는 장애인의 자기결정권 및 선택권 보장을 위해 개인예산제의 단계적 도입을 국정과제로 추진 중이다. 

주요 내용을 보면 ▲장애인의 활동 지원 급여의 20% 이내 해당 금액을 대상자가 직접 구매계획을 수립하고, ▲원하는 재활 및 서비스를 선택하게 하는 제도이며, 올해와 내년 시범사업을 거쳐 2026년부터 전국단위로 시행될 예정이다. 

특히, 주류와 담배 등 일부 지원 배제 항목 외에는 장애인이 필요한 서비스를 자유롭게 선택할 수 있도록 이용 범위도 대폭 확대될 전망이다.

군 관계자는 “장애인 개인 예산제를 선제 도입하고 적극 추진해 우수한 성과를 거둘 수 있었다”며 “앞으로도 장애인의 경제활동을 통해 사회구성원으로서 비장애인과 함께 살아갈 수 있도록 적극 지원하겠다”고 말했다.
