충남 부여군의회가 제289회 제2차 정례회 제2차 본회의를 가졌다고 2일 밝혔다.

이번 정례회 제2차 본회의는 ▲2024년도 제4회 일반 및 특별회계 추가경정예산안과 2024년도 기금운용계획 변경안, ▲부여군 국가유산 교육 진흥에 관한 조례안(장소미 의원), ▲부여군 공공기관의 출연금·전출금 및 위탁사업비 정산에 관한 조례안(민병희 의원), ▲부여군 사무의 공공기관 위탁 및 대행에 관한 조례안 ▲부여군 농업인 교육 및 농업인단체 지원 조례 일부개정조례안(김기일 의원), ▲부여군 건축 조례 일부개정 조례안, ▲부여군 새마을운동조직 지원에 관한 일부개정조례안(노승호 의원) 등 17건의 안건을 심의해 원안가결 13건, 수정가결 4건으로 의결했다.

추가경정예산안은 각 상임위원회의 예비심사가 마무리된 이후 진행된 예산결산특별위원회에서 조재범 의원을 위원장으로, 윤선예 의원을 부위원장에 선임하여 2024년도 제4회 일반 및 특별회계 추가경정예산안과 2024년도 기금운용계획 변경안에 대한 심사가 이뤄졌다. 

본회의 최종 심의 결과, 2024년도 제4회 일반 및 특별회계 추가경정예산안 세출예산은 기정액 9416억원보다 58억 증액된 9474억원이 제출되어 수정가결됐고, 2024년도 기금운용계획 변경안은 원안가결 됐다.

안건 심의에 이은 군정질문에서 장소미 의원은 “국가유산 보존직불제 도입 관련 주민 권익 보호와 제도적 과제 추진 방안”이라는 주제로 군정질의를 진행했다. 

장 의원은 "부여군은 백제의 마지막 수도로서 유구한 역사와 문화유산을 보유하고 있으나, 1962년 문화재보호법 제정 이후 부여군 내 문화재보존구역으로 지정된 지역에서는 오랫동안 재산권 제한으로 인해 원주민들의 이탈과 인구감소, 생존권 침해 문제가 발생하고 있다"고 지적하면서 국가유산 보존직불제 도입의 필요성을 주장했다. 

또한, 문제 해결을 위해 ▲국가유산 보호를 이유로 피해를 보고 있는 부여군민에게 보다 실질적인 보상지원정책 및 구체적인 추진방안, ▲국가유산 보존직불제 도입 범국민 서명운동 추진계획, ▲국가유산 보존직불제 도입 과정에서 예상되는 제도적 어려움 및 해결방안 등을 어떻게 수립해 나갈 것인지에 관하여 질문했다. 

김영춘 의장은 “바쁜 일정에도 군정질문에 성심껏 답변해준 박정현 군수님에게 감사하다”며 “의원님께서 질문해 주신 의견들을 군정에 적극 반영하여 주시기 바란다”고 말했다.

Noh Seung-ho), and passed 13 items as originally proposed and 4 items with amendments.

The supplementary budget bill was reviewed by the Budget and Settlement Special Committee, which was held after the preliminary review of each standing committee was completed, with Rep. Cho Jae-beom as the chairman and Rep. Yoon Seon-ye as the vice-chairman. The 4th General and Special Accounts Supplementary Budget Bill for 2024 and the 2024 Fund Management Plan Amendment Bill were reviewed.

As a result of the final deliberation of the plenary session, the expenditure budget for the 4th General and Special Accounts Supplementary Budget Bill for 2024 was submitted as 947.4 billion won, an increase of 5.8 billion won from the original amount of 941.6 billion won, and was revised and passed, and the 2024 Fund Management Plan Amendment Bill was passed as is.

In the military administration question following the deliberation of the agenda, Rep. Jang So-mi conducted a military administration question on the topic of “Measures to Protect Residents’ Rights and Promote Institutional Tasks Related to the Introduction of the National Heritage Preservation Direct Payment System.”

Rep. Jang pointed out that “Buyeo County is the last capital of Baekje and has a long history and cultural heritage, but since the enactment of the Cultural Heritage Protection Act in 1962, areas designated as cultural heritage preservation zones in Buyeo County have long been experiencing issues such as exodus of indigenous people, population decline, and violation of their right to live due to restrictions on property rights,” and argued for the need to introduce a direct payment system for the preservation of national heritage.
